The aim of the "Institution Building Days" is three-fold: (i) to provide information on the policy perspectives in relation to enlargement and the European neighbourhood initiative; (ii) to present developments specific to the institution building instruments; and (iii) to provide a forum in which National Contact Points can exchange best practises in the use of these instruments.

On day one, an overview on the general political developments and implications for the three instruments was provided, followed by a session dedicated to Twinning (included the analysis of the outcome of an external evaluation), a presentation of the recently opened Regional School for Public Administration based in Montenegro and an overview of SIGMA's challenges, in particular in the ENP context.
