On February 28 – March 01, 2019 at the premises of the National Agency of Ukraine on Civil Service (NAUCS) the two-day TAIEX workshop on the Implementation of Results-based Management System was held. The event was organised by NAUCS jointly with the Center for Adaptation of the Civil Service to the Standards of the European Union within the framework of the EU institutional building instrument TAIEX.
The Head of the NAUCS Kostiantyn VASHCHENKO in his welcoming speech to the participants of the event highlighted that the main instrument for implementing the strategic directions of reforming and modernizing public administration and civil service in accordance with the principles of good governance in order to achieve their quality, efficiency and effectiveness should become European standards for quality management, based on the principles of comprehensive quality management: consumer orientation, managering lidership, result-oriented management, decision making based on facts and risks, development of partnership relations, involvement of employees in the processes of quality management and their motivation and studying, introduction of innovations and improvement of processes and procedures, introduction of instruments for attracting and receiving feedback from users of state services. The quality is one of the key categories of state policy in any sphere of public administration and one of the main elements of the process of providing administrative services in accordance with the Principles of Public Administration developed by the SIGMA Programme. In addition, ensuring improvement of their quality by state support of modern management methods, development and implementation of systems and principles of quality management, recognized in Europe and in the world is national-level task.
At the same time, the Director General of the Directorate for Public Administration of the Secretariat of the Cabinet of Ministers of Ukraine Andriy BEGA in his welcoming speech drew the attention of those present to the fact that Ukraine has made significant progress in the implementation of public administration reform in recent years according to the results of the OECD / SIGMA evaluation of the state of affairs in the public administration system. In particular, in the sphere of state service and human resources management and organization of the system of central executive authorities Ukraine got even higher marks than the Western Balkan states in average.
In addition, the Head of Operations Section 1 “Good Governance and Democratisation” of the EU Delegation to Ukraine Martin KLAUCKE and the Head of the European Union Advisory Mission (EUAM) Ukraine Kęstutis LANČINSKAS in their welcoming speech to the participants of the event highlighted that the good and effective public administration and civil service, that meet the requirements of modernity and European standards and principles of good governance is the key to successful implementation of any reforms, as well as a necessary condition for successful European integration.
In general, public administration reform is a continuous process of constant improvement of the system, based on the principles of good governance and best practices of the EU Member States, transforming it into an effective instrument for the continuous and sustainable development of Ukraine.
SIGMA assessment, and in particular its recommendations, should be considered as a system and measurable algorithm for determining the future action programme to improve the public administration of Ukraine.
That is why the actual acquisition of the experience of EU Member States will be relevant today, as well as the presentation and discussion of its own achievements and challenges in improving the quality of public administration and civil service.
During the first session of the seminar, the participants had an opportunity to discuss the current state of reforming public administration and civil service in Ukraine, the main achievements in quality management of public administration system of Ukraine, in particular, to get acquainted with the experience of implementing the pilot project on self-evaluation according to the model of the Common Assessment Framework (CAF) in the Ministry of Internal Affairs of Ukraine and the results of management implementation based on the results of the Secretariat of the Cabinet of Ministers of Ukraine and the ministries that was presented by the Director General of the Directorate for Public Administration of the Secretariat of the Cabinet of Ministers of Ukraine Andriy BEGA, Chief of the Organizational and Analytical Department of the Directorate of Policy-Making on State Authorities under the Control of the Minister and Monitoring, Ministry of Internal Affairs of Ukraine Mykhailo ZHURBA and Head of the Department of Monitoring and Control over the Activity of Service Centers of the Main Service Center of the Ministry of Internal Affairs of Ukraine Kateryna STAVNIICHUK,
Nadia TRETIAK, Expert on Public Administration of the European Union Advisory Mission (EUAM) Ukraine, Olha DEMYDENKO, Rector of the Institute for the Training of Specialists in the Field of Quality Management, Standardization, Conformity Assessment and Metrology of the SE “UkrNDNC” and Tawnia SANFORD AMMAR, Director of Agriteam Canada in Ukraine, Program Director of the Ukrainian-Canadian Project “Expert Deployment for Governance and Economic Growth” (EDGE) in Ukraine.
European experts Patrick MYLLE, Counsellor-General Responsible for Personnel, Strategy, Organisational Development and Facility Management of the National Institute for the Social Security of the Self-Employed (Belgium), Hugo D'HOLLANDER, Honorary Advisor-General European Affairs of the House of Representatives (Belgium) and Italo BENEDINI, Consultant of FORMEZ, CAF Representative (Italy), CAF and EFQM Teacher and Assessor provided the participants with an opportunity to get acquainted with the experience and best practices of Belgium and Italy on the implementation of the CAF model in the activities of government authorities in these EU member states and discuss the practical lessons learned by users of CAF.
In particular during two days of the seminar the participants during the plenary sessions and work group will have the opportunity to improve their level of competence and practically consolidate the acquired knowledge, skills and abilities regarding:
- the place of the CAF within the different models used for total quality management (TQM) in the public sector;
- the CAF 2013 quality model itself, the scoring system, implementation and the self-assessment process, the impact on the organisation;
- how to link quality management with performance management aspects and to prioritize improvement actions on a short, medium and long-term basis;
- how to manage the performance management process and a better insight in specific elements of leadership, strategy and performance;
- the process of developing a results-based management and risk management system for their organisations.
Representatives of the Secretariat of the Cabinet of Ministers of Ukraine, ministries and central executive authorities of Ukraine, representatives of EU Member States, international and national experts took part in the workshop.
