On April 9, 2019 at the premises of the State Agency on Energy Efficiency and Energy Saving of Ukraine the First Steering Committee Meeting of the Twinning project «Strengthening capacity of the State Agency on Energy Efficiency and Energy Saving of Ukraine on the development of energy production from renewable energy sources, production and use of alternative fuels» was held.
The objective of the project is to increase of the overall share of energy from renewable energy sources in gross final energy consumption in an economically and environmentally sound manner while contributing to strengthening the Ukrainian national energy security, as well as to strengthen the capacity of the State Agency on Energy Efficiency and Energy Saving of Ukraine and, potentially in implementing the national policy and legislation in the area of renewable energy in an economically and environmentally sound manner and in line with Ukraine`s commitments under the Association Agreement between Ukraine and the European Union.
Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine, BC Project Leader Sergiy Savchuk opened the meeting, expressed hope for productive collaboration and underlined the importance of conducting the Steering Committee meeting that allows to appreciate successful implementation of the project.
The Head of International Relation of the) Government Regulator for Electricity and Natural Gas Markets in Austria “E-Control” (ECG), MS Project Leader Dietmar Preinstorfer, the Head of Institute for Renewable Energy Sources (RES) of the European Academy Bozen/Bolzano (EURAC) in Italy Wolfram Sparber, representative of the European Commission Ruta Baltause, representatives of the EU Delegation to Ukraine Johannes Baur and Olga Simak, as well as the Deputy Head of RES Department of the State Agency on Energy Efficiency and Energy Saving of Ukraine, the Resident Twinning Advisor Counterpart Olena Lenska performed with congratulatory speeches.
The Resident Twinning Advisor Ulrike Giera presented the results for the first month of work, the Initial Work Plan, including the budget, the Communication and Visibility Plan as well as identified plans for the next reporting period.
In addition, the Resident Twinning Advisor Counterpart Olena Lenska stressed that the project is (is being) implemented for three components, namely: component 1 “Legislative harmonisation and streamlining in the RES sector”, component 2 “Implementation of Government`s Action Plan on the implementation of RES Directive and of the Action Plan on the implementation of the National Renewable Energy Action Plan (NREAP)” as well as component 3 “Information, awareness raising, training programmes”.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the Senior Consultant of the Twinning Coordination Division of the Projects Management Unit Sofiia Zvarych attended the event.

according to the Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
