On May 22, 2019 at the National Prosecution Academy of Ukraine round table discussion “Civil Service in Ukraine: path of reforming” was held.
The event was organized by the Prosecutor General's Office of Ukraine, the National Agency of Ukraine on Civil Service (hereinafter – the NAUCS), the State Bureau of Investigations of Ukraine jointly with the National Prosecution Academy of Ukraine.
Welcoming speeches to the participants of the round table were performed by Rector of the National Prosecution Academy of Ukraine Mykhailo LOSHYTSKIY, the Head of the NAUCS Kostiantyn VASHCHENKO, Director of State Bureau of Investigation Roman TRUBA, Deputy Minister of Education and Science Roman HREBA, Advisor to the Minister of the Cabinet of Ministers of Ukraine Taras MELNYCHUK, Deputy Head of the Department of Personnel and Civil Service – Head of the Department of Prosecutor General's Office of Ukraine Mykola SADOVYI. They noted the importance of public administration reform in general and underlinedthe main achievements and challenges of the reform in particular.
The Head of the NAUCS Kostiantyn VASHCHENKO in his speech emphasized that the civil service reform largely determines the success of other reforms, which results directly depend on the quality of managerial decisions of government authorities.
Kostiantyn VASHCHENKO highlighted that the NAUCS directs its efforts on the development of a professional, efficient, stable and politically unbiased civil service that is consistent with the principles of good governance and the standards and best practices of the EU Member States, OECD countries, to ensure high-quality and efficient functional management of the civil service in public authorities through enhancing the institutional capacity of personnel management services of government authorities; increase the level of protection of the citizens` right to access the civil service, civil servants` legal rights and interests; formation of a unified effective system of vocational training for civil servants and local government officials.
Participants of the round table considered the issue of professionalization of civil service, improvement the level of professional competence of civil servants, corruption risks and ways of preventing their occurrence in performing of civil servants` activities, and also considered the peculiarities of the legal status of the civil servants of the prosecutor’s office and civil service at the State Bureau of Investigations.
Representatives of the Secretariat of the Cabinet of Ministers of Ukraine, the Prosecutor General's Office of Ukraine, central executive authorities, other government authorities, the heads of the regional and local prosecutor's offices, representatives of higher education institutions and civil society institutions, experts participated.
