On September 26–27, 2019, the Conference on HR in Public Management “Odesa.Richelieu.Forum” was held in Odesa.
The event was organized by the National Agency of Ukraine on Civil Service, Center for Adaptation of the Civil Service to the Standards of the European Union, National Academy for Public Administration under the President of Ukraine, Odesa Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine, Odesa Regional State Administration, Odesa Regional Council, Odesa City Council with support of the EU project “Support to Comprehensive Reform of Public Administration in Ukraine” (EU4PAR) in Ukraine, Swiss-Ukrainian project “Decentralization Support in Ukraine” (DESPRO), Representative Office of Hanns Seidel Foundation in Ukraine, UN Women in Ukraine, the Government of Sweden, Council of Europe Programme “Decentralisation and local government reform in Ukraine”, Gender responsive budgeting project and other projects of international technical assistance.
The main goal of the event was to exchange of experience and practices aimed at implementing public administration and civil service reform. The participants had an opportunity to take part in discussions on variety approaches of civil service reform, contemporary HR technologies, new tools in education and development of personnel in public authorities of Ukraine, member states of the EU and OECD as well as private sector.
Welcoming speech to the participants was delivered by the Head of the National Agency of Ukraine on Civil Service Kostiantyn VASHCHENKO, who emphasized in his speech that building an effective State which meets European standards is impossible without building a transparent and efficient system of public administration, as well as a professional, efficient civil service. The business environment and civil society have increasing demands on civil servants.
During two-day of “Odesa.Richelieu.Forum” the global HR trends in public administration and private sector, further challenges and perspectives for civil service of Ukraine as well as issues regarding employer’s branding, culture of civil service and engagement of young people and experts to civil service, implementation of innovative approaches for professional development and training in civil service were discussed within the framework of the keynote speeches and panel discussions.
Furthermore, the best practices of contemporary HR technologies in public administration and private sector were presented and its potential use was considered within the framework of the interactive Oxford style debate and master classes of HR leaders and professional development training leaders.
The event was attended by the HR experts in civil service from member states of the EU and OECD, countries of the EU Initiative Eastern Partnership, representatives of international organizations, officials of the Office of President of Ukraine, Secretariat of the Cabinet of Ministers of Ukraine, representatives of the Senior Civil Service Commission and personnel management services of public authorities of Ukraine, educational institutions, training organizations, civil society institutions, international and national experts, HR leaders of private sector.
