The Fourth Steering Committee Meeting of the Twinning project for National Commission for The State Regulation of Communications and Informatization was held

On October 08, 2020, the Fourth Steering Committee online Meeting of the Twinning Project of the National Commission for State Regulation of Communications and Informatization “Strengthening the Regulatory Capacity of the National Commission for the State Regulation of Communications and Informatization in the Areas of Market Access and Quality of Service Monitoring System”, which is implemented jointly with the communication authorities of a consortium of European partners, namely Lithuania and Latvia was held.

Among the main goals of the project are to ensure equal conditions for market access and electronic communication networks, ensuring the proper quality of electronic communication services by creating a monitoring system and ensuring customer control, harmonization of approaches to consumer protection.

Natalia LADO, Deputy Head of the Department for International Affairs and European Integration of the NCCIR, Project Manager from the beneficiary country in her welcoming speech, thanked the project experts, noting the active cooperation and high level of professional support that contributes to the required results

The project leader from the Member State of the European Union, Giedrius PURAS, jointly with the component managers presented a quarterly project report, noting the implemented measures for all components of the project and identifying plans for the next reporting period.

The participants of the meeting were informed that during the 3rd quarter of Project implementation activities were targeted to start drafting proposals and recommendations for electronic communications regulatory framework in relevant areas (Quality of Services (QoS) and Market Access) in Ukraine. Further the drafts were discussed with relevant NCCIR staff and stakeholders (where relevant). By implementation of guidelines and recommendations drawn by MS experts, NCCIR shall close the gaps in relation to the best practices of application of EU acquis.

Draft Law on electronic communication has passed first reading in Parliament of Ukraine (Verkhovna Rada) -1304. This Law will re-shape the regulatory framework in electronic communications sector in Ukraine (including market access and quality of services). The draft Law is based on latest EU acquis (so called European Electronic Communications Code), which EU member states still have to transpose till end of 2020. However, initial text of draft Law on electronic communications that has been adopted in 1st reading has received many comments, therefore further changes are likely to be introduced during 2nd reading.

The outbreak of COVID-19 in Europe had a severe impact on the implementation of the project, therefore some project activities are delayed. However, in order to avoid delays in the project implementation in the future, the problem will be solved by organizing remote expert missions.

On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the Head of Unit of Twinning Programme Administration Office Activities Ensuring Yuliia YERCHENKO attended the event.

For reference: in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated on October 11, 2016 № 700 “On approval of the procedure for initiating, preparing and implementing Twinning projects” (amended by the resolution of the Cabinet of Ministers of Ukraine dated August 22, 2018 No 663) Twinning in Ukraine. In addition, the NAUCS is the coordinator of the TAIEX institutional building tool in accordance with the relevant Regulations. In order to properly coordinate the Twinning and TAIEX instruments, the Administrative Office of the Twinning Program in Ukraine was established, which is performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.

 

The Twinning project “Strengthening the Regulatory Capacity of the National Commission for the State Regulation of Communications and Informatization in the Areas of Market Access and Quality of Service Monitoring System” covers the following two components:

Component 1 - service quality monitoring;

Component 2 - providing access to the market and economic regulation for electronic communications service providers.
