On October 21, 2020, the kick-off event of the Twinning project for the Antimonopoly Committee of Ukraine (AMCU) “Support to the AMCU in further approximation of legal, procedural and case enforcement practices in line with the EU standards”, which is implemented jointly with the communication authorities of a consortium of European partners, namely Lithuania, Germany and Romania was held in the online format.
Among the main goals of the project are to increase effectiveness, transparency and consistency of the competition policy in Ukraine based on closer alignment with the EU competition framework, as required by AA/DCFTA.
Among the main objectives of the project is the harmonization of competition law, procedural and enforcement practices of Ukraine with relevant EU legislation and practices, as well as providing educational activities among key stakeholders and society as a whole.
Chairwoman of the Antimonopoly Committee of Ukraine Olha PISHCHANSKA opened the meeting, expressed hope for productive collaboration.
Ambassador of the Republic of Lithuania in Ukraine Valdemaras SARAPINAS, Deputy Head of Mission of the Embassy of the Federal Republic of Germany Dr Bertram von MOLTKE, Deputy Head of Mission of the Embassy of the Republic of Romania Alina DUMITRACHE-COTU and Head of Operations – Economic Cooperation, Energy, Infrastructure and Environment of the EU Delegation to Ukraine Chloe ALLIO made welcoming speeches.
In addition, Deputy Chair of the Antimonopoly Committee of Ukraine – State Commissioner, BC Project Leader Dar’ya CHEREDNICHENKO, Chairman of the Competition Council of Lithuania, MS Project Leader Šarūnas KESERAUSKAS, Vice President of the German Federal Cartel Office (Bundeskartellamt) Chairman, MS Project Co-leader Konrad OST and Competition Councillor, Romanian Competition Council, MS Project Co-leader Cosmin BELACURENCU shared challenges, goals and expectations from the implementation of the Twinning project for the Antimonopoly Committee of Ukraine.
The conference participants also discussed the proposed changes to the Ukrainian competition law, the next steps of the team members and the expected results of the Twinning project.
The representatives of Twinning project for AMCU from the EU Member States and the EU Delegation to Ukraine also took part in the Meeting.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the Senior Consultant of Twinning Coordination Division of the Projects Management Unit Mariana POSTOLOVSKA attended the event.
For reference: in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated on October 11, 2016 № 700 “On approval of the procedure for initiating, preparing and implementing Twinning projects” (amended by the resolution of the Cabinet of Ministers of Ukraine dated August 22, 2018 No 663) Twinning in Ukraine. In addition, the NAUCS is the coordinator of the TAIEX institutional building tool in accordance with the relevant Regulations. In order to properly coordinate the Twinning and TAIEX instruments, the Administrative Office of the Twinning Program in Ukraine was established, which is performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
The Twinning project “Support to the AMCU in further approximation of legal, procedural and case enforcement practices in line with the EU standards” covers the following three components:
Component 1 - further alignment of the Ukrainian competition law with the EU competition laws in the field of antitrust and merger control;
Component 2 - AMCU procedural and enforcement practice;
Component 3 - AMCU public outreach and advocacy with its key stakeholders and society at large.
