The topic of the meeting is “Human Resource Management, Including Promotion, Benefits and Compensation System for Civil Servants, in BSEC Member States”.
During the first session day the delegates discussed status of implementation of the resolutions and recommendations of the Foreign Ministers Council** and the provisions of the Joint Declaration adopted by the Ministers in charge of public administration of the BSEC member states. The participants also exchanged the information on national policies, on the progress achieved and on best practices in the process of reforming the public institutions and improving the governance capacities in the BSEC member states.
Ukraine has acquired the status of BSEC Working group coordinator in April, 2009. Starting from the next session Turkey will coordinate the working group, so on April 19, 2011, Dmytro Chupryna presented evaluation reports on the implementation of the Resolutions, Decisions and Recommendations of the Council. There also was presented evaluation reports on the strengths, weaknesses and lessons learned in the activity of the Working Groups over the period, accompanied by proposals for future action. The documents should be presented to the Committee of Senior Officials* for consideration and further submission, with its own conclusions and recommendations to the Council.
Preparation of a draft application for obtaining a grant of the BSEC Project Development Fund entitled “Establishment of a CRM-system for the BSEC Working group on Institutional Renewal and Good Governance”.

**Foreign Ministers Council is permanent BSEC authority, responsible for decision-making and BSEC functioning. It reviews the intermediary authorities’ activities results, accepts resolutions, makes decisions and gives recommendations.
*BSEC Committee of Senior Officials represents the Foreign Affairs Ministries of the member-states between Foreign Ministers Council sessions and acts on their behalf.
Working groups are intermediary authorities, which hold regular sessions to discuss different spheres of cooperation. There exist working groups on banking and finances, fighting against crime, informational and telecommunication technologies, energy, environmental protection, statistic data exchange and others.
BSEC Permanent International Secretariat (PERMIS) is permanent executive authority with its headquarters placed in Istanbul.
