Seminar on application of TAIEX instrument in Ukraine

On April 11, 2011 the seminar on application of TAIEX instrument in Ukraine was held in the premises of the Main Department of Civil Service of Ukraine. The main goal of the meeting was to familiarize professional associations with external assistance instrument TAIEX, which aimed to enhance the professional capacity of the public servants, information exchange and adaptation of the national legislation to the European Union standards.

Currently, the involvement of the professional associations to public policy issues is the one of the priorities of the administration reform. The delegation of state functions to professional association required their further development, therefore the application of the TAIEX instrument may be useful in this regard.

Event was moderated by Iryna Protchenko, Director of the Center for Adaptation of the Civil Service to the Standards of the European Union.

Andriy Vyshnevsky, Deputy Head of the Main Department of the Civil Service of Ukraine, Director of Twinning Programme Administration Office and Eleonora Nikolaichuk, Sector Manager, Public Finance, Twinning, TAIEX and SIGMA, Delegation of the European Union to Ukraine came forward with their welcome words. They highlighted the important role of self-governing professional association’s capacity building and delegation them a number of public functions with view to transform public organizations in an element of public administrations.

Pavlo Mikhailidi, President of Ukrainian Union of Crisis Managers, presented information regarding development of self-regulation institutions as part of administrative reform.

Natalia Kyrychenko, Deputy Director of the Center for Adaptation of the Civil Service to the Standards of the European Union, Deputy Director of Twinning Programme Administration Office (PAO) informed participants regarding external assistance instrument TAIEX, reasons and grounds of the professional associations to its application, including the possibility of implementation.

In the seminar took part representatives of the 36 public organizations.

References: TAIEX is an external assistance instrument provided by the European Commission to exchange information with the aim of institutional building needed for approximation of national legislation to acquis communautaire. The main target groups are civil servants, professional and commercial associations representing social partners, as well as representatives of trade unions and employers’ associations.
