Main Department of the Civil Service of Ukraine was represented by Head of Main Department of the Civil Service of Ukraine Mr Tymofiy Motrenko, Deputy Head of Main Department of the Civil Service of Ukraine Mr Andriy Vyshnevsky, Deputy Director of the Centre for Adaptation of the Civil Service to the Standards of the European Union Ms Nataliya Kyrychenko.
The participants of the meeting expressed their concurrence to the administration reform in Ukraine.
During his speech Head of Main Department of the Civil Service of Ukraine Mr Tymofiy Motrenko stressed on the thesis that now main activities in implementation of public administration reform are aimed at firstly – providing of reorganisation of central public authorities, secondly – reforming of the co-ordination centre for policy making, thirdly – reform of the civil service.
In addition, Head of Main Department of the Civil Service of Ukraine Mr Tymofiy Motrenko described main priorities of public administration reform implementation:
implementation of the second stage of central public authorities’ reform;
reform of the civil service that provides for adoption of the Law of Ukraine „On the Civil Service”;
reform of administrative services that provides for adoption of the Administrative-Procedural Codex;
reform of local authorities according to the principle of subsidiary;
reform of state finance management;
administrative-territorial reform;
strengthening and development of administrative legal procedure
On 1 February 2011 at the premises of the President’s Administration the meeting between representatives of the SIGMA Programme and the Delegation of the European Union to Ukraine on formulation of a sector support programme in the field of public administration reform in Ukraine took place.
Ukrainian side was represented by Deputy Head of the President’s Administration Mr Stanislav Skubashevskyi, Head of Main Department of the Civil Service of Ukraine Mr Tymofiy Motrenko, and Deputy Head of Main Department of the Civil Service of Ukraine Mr Andriy Vyshnevsky.
Delegation of the European Union to Ukraine was represented by Head of the Section “Good Governance and Democratisation” Mr Michael Vögele, Civil Society and Media Sector Manager Ms Stefanie Harter, Customs and Security Sector Manager Mr Christoph Saurenbach, Head of the SIGMA Programme Mr Bob Bonwitt, and SIGMA Programme Expert Mr Julio Nabais.
