Tymofiy Motrenko, the Head of the Main Department of the Civil Service expressed gratitude to European Union side for support and said about Fourth Annual Conference distinctive features. So far this event has been considered as a forum to discuss issues of development and using of institutional building instruments, especially Twinning. In 2008 were included SIGMA program issues because of the appearance of opportunities for Ukraine to implement this tool. This year we have ambitious new initiative of the European Union - Comprehensive Institution Building Programme to increase the European integration efficiency processes and the implementation of this initiative from the European Union for Ukraine was allocated 43.37 million. Mr. Motrenko noted that Ukraine initiated the creation of the Regional Training Center with the participation of countries from Eastern Europe, Central, East and South Asia, the Caucasus and conference is the key event in the framework of this initiative. The Head MDCSU hope that a name change and the respective roles of the Annual Conference has already found support from the European Commission and the Government of Ukraine, also was positively perceived by participants.
The two-day format was represented by the plenary session devoted to consideration of the status and prospects of the program CIB and its relation to public administration reform (October 14), and working groups on practical issues of planning by institutional reforms (October 15).
During the conference representatives of the European Commission, EU Delegations of the Eastern Partnership, CIB Coordinators of the Eastern Partnership, Bureau of European Integration, Ministry of Foreign Affairs of Ukraine and public had the opportunity to present their vision on the Comprehensive Institution Building Programme and new incentives for the development of institutional development of state authorities. Representatives of the Twinning Programme Administration Offices from Armenia, Azerbaijan, Georgia, Moldova and Ukraine shared their vision on the preparation, approaches and perspectives of the program implementation.
