Roundtable discussion on the draft State Target Program of Reforming Public Administration and Civil Service in 2011-2015

On June 15, 2010 at the conference hall of School for Senior Civil Service a roundtable discussion with the participation of government, self-governing professional organizations, business associations, committees and media was held by the MDCSU with the assistance of the State Committee of Ukraine on Regulatory Policy and Entrepreneurship and Institute of ownership and freedom. The objective of the event was to discuss opportunities for professional self-governing organizations to be included to public service.

In his opening speech Head of the MDCSU Tymofiy Motrenko called the round table to discuss the possibility of bringing self-governing organizations to public service and prepare a joint decision by the Government to transfer some functions to self-governing state professional organizations (within the discussion of the draft State Target Program of Reforming Public Administration and Civil Service in 2011-2015).

Opening words were also made by Head of State Committee of Ukraine on Regulatory Policy and Entrepreneurship Mykhailo Brodsky, Deputy Minister of Labour and Social Policy of Ukraine Kostiantyn Vashchenko, Deputy Chairman of the Committee on Industrial and Regulatory Policy and Entrepreneurship Ksenia Liapina and others.

Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Serhiy Kucheruk took part in the discussion. In his speech he informed the audience about the register of state functions as an innovative instrument of the state functions delegation to self-governing organizations.

During the discussion a number of decisions for efficient government functions and reduction of the administrative burden on the private sector were made which can be achieved through: a study on the self-governing professional associations participation in public affairs; examination of government functions to their redundancy, the definition of government functions that can be delegated to self-governing professional associations, government proposals, prepared by the public sector and local organizations to resolve their legal status and institutional capacity building etc.
