Tymofiy Motrenko informed about development of the State program of reforming of public administration and civil service for 2011-2015 years and stressed on positive conditions for internal development in country, future implementation of the Association Agreement between EU and Ukraine trough administration reform. Key steps should be made during 2011 - 2015 years.Tymofiy Motrenko thanked the European Union for support of administrative reform project in the form of sectoral budget support of $ 70 million, and requested to expedite the preparation of the project in order to start its implementation as early as 2011.
Tymofiy Motrenko introduced MDCSU position about the programme of Comprehensive institutional building (CIB) in the framework of "Eastern partnership" as an important addition to public administration reform and noted about planning of institutional reforms particularly in sanitary and phitosanitary spheres.
The Head of MDCSU invited Marcus Cornaro to participate in the Annual Twinning Conference for the Eastern Partnership, which will be devoted to preparation of CIB and sharing experience in this context.
In addition, Tymofiy Motrenko asked Marcus Cornaro for support in expanding the capacity of Twinning and TAIEX instruments in Ukraine, particularly on the regional level, and the involvement of Ukraine in the Regional training program that is implemented by European Commission in the candidate countries for EU membership. In particular, it was stressed on the serious differences between the financial assistance provided by the European Union to candidate countries and Ukraine, which is not in favour of the latter.
Laura Garagnani, the Head of Operations/ Co-ordinator for Cooperation of Delegation of the European Union to Ukraine, Andriy Vyshnevsky, Deputy Head of MDCSU, and Director of the School of Senior Civil Service Tetyana Kovtun took part in the meeting.
