Final meeting of the Board MDCSU

On April 8, 2010 in the conference hall of School for Senior Civil Service final meeting of the Board MDCSU took place. The meeting was attended by the representatives of government, Members of the Parliament of Ukraine, representatives of ministries, central and local executive authorities, trade unions and NGOs. The main theme of the final meeting of the Board MDCSU was substantial reform of Public Administration.

 
Head of the Board, the Head of the MDCSU Tymofiy Motrenko reported about the main results achieved by the MDCSU in 2009 and stated priorities for 2010. Also he presented a comprehensive Plan of modernization of public administration, which consists of six key priorities, the most important of which is to modernize the system of executive power.
  
Anatoly Tolstoukhov, the Minister of Cabinet of Ministers of Ukraine said that Main Department of the Civil Service of Ukraine is required of deep analysis of personnel policies from all points of view and suggestions from the world experience on the formation of personnel work.

Serhiy Kucheruk, Director of Center for Adaptation of the Civil Service to the Standards of the European Union came forward with the presentation"Institutional providing of preparation to signing the agreement on political association implementation and FTA (Free Trade Area) with European Union". In his speech Serhiy Kucheruk told the ettendees about main achievements in the framework of implemented Twinning projects, retraining of civil servants on issues concerned European integration in the framework of EU initiative TAIEX, about an active part of MDCSU in the consultations on preparation to EC initiative "Eastern partnership" implementation, in particular about Comprehensive Institutional Building program (CIB) as one of its parts. Speaking about the last one, Serhiy Kucheruk noticed that strategical frame for CIB implementation is Public Administration Reform of Ukraine, including all its key elements such as structure reform, personnel development, e-government, improvements of procedures and regulations etc. Also he emphasized that CIB may become substantional support of modernization of state government in certain sectors. European Union and other international organizations are potential donors for the above mentioned plans realization.

The discussion also was made by Heads of Regional Branches of the MDCSU, the President of the National Academy of Public Administration of Ukraine Yurii Kovbasiuk, Vice-Chairman of the Trade Union of workers of state institutions of Ukraine Victor Kovtun.
