The Round Table on “Civil Service and Civil Society in a democratic state: political open-mindedness and implementation of public interests” was held in the MDCSU

On January, 20, 2009 The Round Table on “Civil Service and Civil Society in a democratic state: political open-mindedness and implementation of public interests” was held in the MDCSU

The organizers of the Round Table are MDSCU, international fund “Renascence” and the Rozumkov Ukrainian Center of Economic and Political Research under the support of Canada-Ukraine Civil Service Human Resources Management (UCS-HRM) Reform Project, presented by the President of Public Service Commission of Canada Maria Barrados.

The detection of place and role of collaboration between Public institutions and state power bodies, taking into account the best practice of democratic governance, is a target of The Round Table.

The Round Table was chaired by the Chief of MDCSU Tymofij Motrenko, Executive Director of international fund “Renascence” Eugen Bystrycky and Deputy General Director, Director of international programs of the Rozumkov Ukrainian Center of Economic and Political Research Valeriy Chalyi.

The Deputy Minister of Cabinet of Ministers of Ukraine Ivan Ratushnjk, representatives of Public organizations and state power bodies took part in the session of the Round Table.

At the first part of the Round Table Maria Barrados have presented “The monitoring mechanisms of Civil Service political neutrality: experience of Canada”. The Deputy Head of MDCSU Andriy Vyshnevskyi presented “Political Neutrality of Civil Service. Separation of Political and Administrative Positions”.

During the second part of the Round Table was organized the discussion on: the influence of Public organizations on the managerial decision making; the readiness of bureaucracy to delegate powers to the non-government organizations; who is the public society: partner or opponent; the capability of Civil Service to act as a mechanism of creating of a favourable conditions for development of public society.

The participants of the Round Table have discussed a number of propositions for establishment of collaboration between Civil Service and Public organization taking into account the results of the session of Round Table.
