Andriy Vyshnevskyi, the Deputy Head of the Main Department of Civil Service of Ukraine told on the general difference among the School of Top Civil Service of Ukraine and Highest Educational Institutions, the main targets of the School and the main services being proposed with a last one.
Andriy Vyshnevskyi says that the purpose of created School is to support the establishment and development of the Top Civil Service of Ukraine (professional group of civil servants of І and ІІ categories), the creation of institutional prerequisites for leadership adoption when carrying out the Civil Service and Civil management reform, evenness and consistency of Civil Service system functioning and their efficient reaction on the needs, appeared because of the social transformation, economical development and European integration of Ukraine. The major target of the School is to enhance the professional level of Civil Servants (mainly І and ІІ categories` personnel), their supplying with knowledge, skills and abilities, needed for the efficient institutional ensure of the European integration of Ukraine; the assistance to support of the leadership of the Top Civil Service during the period of Civil Service and Civil management reform realization; ensuring of generalizing, saving and sharing with the own practical experience of Civil management among the Civil Servants of Ukraine (mainly in the framework of the Top Civil Service); the assistance in the forming of newest administrative tradition of Ukraine and national managerial ?lite; the propaganda and assistance of implementation of the principles and approaches, being used with countries-members of European Union and other developed democratic countries in the sphere of professional education of the Civil Servants; scientist-methodical, expert-analytical, information-consultative, organizational support of training and retraining system of civil servants accordingly to the standards of European Union.
Eduard Zaharchenko, Director of the School of Top Civil Service of Ukraine told on legislative status of the School, in particular that the School is the state institution that belongs to the sphere of MDCSU activity. Moreover, it is not an undergraduate establishment; the services of the School are not subject to licensing.
