Strategic Planning Networking: Preparing for the SIGMA Assessment” was held.

On June 11, 2026, representatives of Ukrainian public authorities participated in the training event “Strategic Planning Networking: Preparing for the SIGMA Assessment”, held at the Center for Evaluation of Candidates for Civil Service Positions in Kyiv.

Opening remarks were delivered by Oleh Voitovych, Acting Head of the National Agency of Ukraine on Civil Service; Serhii Kotsurak, Director General of the Directorate for Strategic Planning and Cooperation with the Verkhovna Rada of Ukraine and Other State Authorities; Martins Krievins, SIGMA Regional Manager for ENP EAST, Country Manager for Ukraine, Senior Policy Advisor; and Nataliia Hnydiuk, National Coordinator of the EaP PAR Project (GIZ)

During the training, participants familiarised themselves with the updated SIGMA Principles of Public Administration (2023), the public administration assessment methodology, and Ukraine’s preparations for the 2027 SIGMA assessment. Particular attention was paid to existing gaps in legislation and public administration practices, as well as to the key assessment criteria in the area of strategic planning.

The event also included discussions on recent legislative developments in the field of strategic planning, including the implementation of the Public Administration Reform Roadmap, the new Public Administration Reform Strategy, policy coordination, and the development of strategic planning documents. Participants exchanged practical experience and discussed the application of the updated legislative framework.

The final session focused on the use of innovative tools in strategic planning, including the application of artificial intelligence in public administration. Representatives of the Centre for Adaptation of the Civil Service to the Standards of the European Union also participated in the event.

The training contributed to strengthening the professional capacity of civil servants and supporting the implementation of European principles of public administration in line with European Union standards.
