Training sessions under the short-term advanced training programme “Public Policy Analysis” completed

From 07 to October 14, 2025, a series of training lectures were held under the general short-term advanced training programme “Public Policy Analysis”.

More than 100 civil servants participated in the training sessions.

The training was delivered by representatives of the Centre for Adaptation of the Civil Service to the Standards of the European Union: Hanna Tretiachenko, First Deputy Director, and Maryna Zhuravel, Deputy Director.

During the training sessions, participants had the opportunity to gain in-depth knowledge in the field of public policy analysis. Topic 1 was focused on the conceptual foundations of public policy analysis (definitions and key concepts, the policy analysis cycle, approaches, main stages, etc.). The training also covered the history of policy analysis practices in Ukraine. Particular attention was given to the practical aspects of conducting analysis, including useful tips for effective implementation.

Topic 2 covered the standardisation of policy analysis procedures in Ukraine and worldwide, as well as existing analytical documents and their classification, in particular white and green books and public policy analytical documents. Participants also learned about the analysis of the impact of regulatory acts.

Topic 3 focused on studying current international experience in the field of public policy analysis. In particular the discussions included information about the activities of the Organisation for Economic Co-operation and Development (OECD), relevant OECD standards and recommendations, and the SIGMA Programme’s Principles of Public Administration. The training also covered practices of the institutions of the European Union (European Commission), as well as those of Estonia, Finland, France, the United Kingdom, and New Zealand.

In addition, participants reviewed the results of a study on the actual information needs of entities responsible for shaping public policy in the relevant field in Ukraine, and the prospects for meeting those needs, including through improvements to the system for collecting, analysing, summarising and accessing statistical information. The materials presented reflected the statistical data obtained, the conclusions drawn on their basis, as well as recommendations developed based on the results of the study and suggestions received from respondents.

For reference: the general short-term professional development programme ‘Public Policy Analysis’, approved by Order of the High School of Public Governance as of  February 11, 2025 № 21-ОД/25 and agreed by the Order of the National Agency  of Ukraine on Civil Service № 44-25 as of April 3, 2025, was developed and implemented in accordance with paragraph 2.2.4.1.4. of the State Anti-Corruption Programme for 2023-2025, approved by Resolution of the Cabinet of Ministers of Ukraine as of March 04, 2023 No. 220
