Ukraine is making significant progress in civil service reform: the annual Partners Forum 2025 was held in Kyiv

The Annual NAUCS Partners Forum took place—a key event of the year that brings together international partners, experts, and representatives of government institutions to discuss the development of the public service. The forum served as a platform for reflecting on achievements, strengthening cooperation, and identifying new reform priorities.

Nataliia Aliushyna, Head of the National Agency of Ukraine on Civil Service, emphasized that civil service reform is first and foremost about people, their professionalism, dedication to the state, and readiness for change. She thanked international partners for their support of professional training, digitalization, and human resources development programs, which play a key role in the transformation of public administration.

The 2025 marked an important milestone for civil service reform: In its Enlargement Package, the European Commission highly commended Ukraine’s progress and confirmed the positive results of the implemented changes, while cooperation with the SIGMA Programme reached a new level—updated methodological approaches and in-depth research made it possible to reassess the needs of the public administration system and identify key directions for its further development.

The National Agency of Ukraine on Civil Service is preparing to implement new legislation on civil service in local government, strengthening the methodological framework and capabilities of human resources departments. Key priorities remain the development of civil servants’ professional competencies, support for young people and veterans, and the improvement of digital services, particularly the Knowledge Management Portal.

Partnerships with international programs have become a powerful driver of transformation. Joint initiatives not only strengthen institutional capacity but also foster a culture of integrity, modern leadership, gender equality, and inclusivity. Thanks to international support, European governance standards are spreading in Ukraine, bringing our public service closer to the best global practices.

The forum underscored the importance of partnership synergy. International organizations shared the results of joint projects and expressed their willingness to continue supporting the development of the civil service in Ukraine. It is precisely this kind of cooperation that shapes a professional, modern, and European model of public service.
