Government approved the National Program for the Adaptation of Ukrainian Legislation to EU Law

April 1, 2026, the Cabinet of Ministers of Ukraine approved the National Program for the Adaptation of Ukrainian Legislation to European Union Law (EU acquis).

The program is one of the key elements of the EU accession process. It contains a complete list of EU legal acts that have not yet been implemented into Ukrainian legislation and for which there are relevant recommendations from the European Commission. The program establishes the institutional and legal framework for the systematic implementation of reforms and the full alignment of Ukrainian legislation with EU law.

The document is based on screening reports and benchmarks (conditions) defined by the EU and is structured according to negotiation clusters and chapters. An important component of the Program is the Roadmaps on the rule of law, public administration reform, and the functioning of democratic institutions, as well as the Action Plan for the protection of the rights of persons belonging to national minorities (communities) in Ukraine.

“The adoption of the National Program marks a transition to a new phase of negotiations on accession to the European Union and the subsequent systematic implementation of the EU acquis (EU law). We now have a unified, systematic plan for legislative alignment that covers all areas and clearly defines priorities, deadlines, and tasks. This is a program for the successful conclusion of negotiations with the EU,” emphasized Taras Kachka, Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine.

The document contains 1,875 tasks, which involve the implementation of over 1,600 acts of European Union law. All measures are consolidated in a document exceeding 1,000 pages. The program specifies which EU legal acts must be implemented, sets clear deadlines for their completion, and identifies responsible executors.

Ukraine’s goal is to fully complete the alignment of national legislation with EU law by 2027, taking into account possible transition periods.

Monitoring and evaluation of the Program’s implementation will be carried out through the Pulse of Accession information system, which will ensure transparency, regular progress monitoring, and effective coordination among all involved bodies. The Program will be regularly updated to reflect progress in the negotiation process and the European Commission’s assessments. Coordination and monitoring of implementation will be carried out by the Government Office for Coordination of European and Euro-Atlantic Integration.
