A conference on “Effectiveness and quality: 2025 through the prism of CAF model implementation” was held

The event brought together representatives from ministries, central executive bodies, government experts, leaders of self-assessment working groups, digitalization specialists, and partners supporting public administration reform.

Nataliia Aliushyna, Head of the National Agency of Ukraine on Civil Service, addressed the participants with opening remarks. She emphasized that the implementation of CAF is an important step toward strengthening the capacity of state institutions and bringing Ukraine closer to European governance standards.

“An important task is ensuring that government authorities are prepared to meet today’s challenges. The CAF model makes it possible to improve efficiency, streamline processes, and enhance the quality of services received by citizens and public servants,” noted Nataliia Aliushyna.

The conference was attended by international partners—representatives of the SIGMA Programme, GIZ, the European CAF Resource Center, the Hanns Seidel Foundation, as well as representatives of European public administration bodies. They presented systematic approaches to using CAF, mechanisms for measuring the effectiveness of public institutions, and examples of service improvements through quality self-assessment and data-driven management.

Among the Ukrainian speakers were heads of government authorities that are already implementing CAF in their operations. In particular, they shared their experiences with implementing the model at the National Agency of Ukraine on Civil Service, Kyiv’s administrative service centers, the State Service of Education Quality of Ukraine, and the State Agency for Arts and Arts Education. Experts emphasized the importance of systematic motivation, transparent performance indicators, and staff training, which help ensure sustainable results and the scalability of the model.

Participants discussed Ukraine’s progress in implementing CAF throughout 2025, the detailed results of the quality management system assessment, the model’s impact on the effectiveness of government authorities, and next steps for strengthening institutional capacity. Special attention was given to the development of the Ukrainian National CAF Resource Center and digital solutions that enable the automation of self-assessment processes and make quality management more responsive and analytically precise.

The event examined European practices in the application of CAF, examples of integrating the model into the activities of government authorities in the fields of education, culture, and internal security, as well as a new external feedback procedure that opens up opportunities for the official recognition of organizational excellence.
