Memorandum of cooperation between NAUCS and Japan International Cooperation Agency was signed

 

 

 

On July 17, 2023, Nataliia Aliushyna, Head of the National Agency of Ukraine on Civil Service, and Tanaka Akihiko, President of the Japan International Cooperation Agency (JICA), signed a Memorandum of cooperation.

The parties agreed to cooperate on developing the capacity of the civil service of Ukraine through strategic dialogue, as well as organizing training programs for human resource development.

According to Nataliia Aliushyna, Head of the Agency, cooperation between the NAUCS and the Japan International Cooperation Agency is extremely important, especially in context of implementation reforms in Ukraine. Currently, projects that strengthen the institutional capacity of public authorities and help to strengthen human resources are important. These are the areas offered in JICA's training programs.

The cooperation provides for the training of civil servants in short-term and long-term programs. Currently, it is possible to take courses in energy, cybersecurity, criminal liability, waste management.

As of today, civil servants have completed at least five short-term training programs, which were held in online and offline formats, in the following areas: recycling and management of household waste, fighting against cyber attacks, energetic. 

In 2024, short-term programs will include training courses on various topics in line with the Government's strategic directions. Currently, JICA conducts selection of candidates for participation in training programs in the following areas: road maintenance, investment attraction and business environment reform, educational policy development, agricultural product safety management.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
