On November 12, 2013 the Closing Conference within the framework of the Twinning project “Supporting enhancement of the regulatory and legal competence of the National Commission for the State Regulation of Communications and Informatization regarding telecommunications sector regulation” took place in the premises of the NCCIRI.
During the Conference opening the Chairman of the NCCIR Petro Yatsuk, the Head of Cooperation Programmes of the EU Delegation to Ukraine Andrew Rasbash, the Ambassador Extraordinary and Plenipotentiary of the Kingdom of Spain Gerardo Angel Bugallo Ottone, the Ambassador Extraordinary and Plenipotentiary of the Republic of Latvia Argita Daudze and the Ambassador Extraordinairy and Plenipotentiary of the Kingdom of Sweden Andreas von Beckerath addressed all the participants in their welcome speeches. The conference was also attended by the Chairman of the Public Utilities Commission of Latvia Valdis Lokenbahs, who highly appreciated the results achieved during the project implementation, the Project Leader from NCCIR Igor Syrotenko and the Project Leader from the EU Member States Consortium Fabio del Alisal.
Iryna Luchynska, Deputy Director of the Twinning Programme Administration Office represented basic principles of the Twinning instrument, achievements and resultsof itsimplementation in Ukraine.
The main purpose of the Project was to enhance the independence and administrative capacity of the NCCIR in order to take relevant measures regarding regulation, to provide fulfillment of their own decisions and implementation of all regulatory standards that guarantee rivalry on the market.
For reference: since 2005 according to the Decree of the President of Ukraine dated on 06.10.2005 № 1424/2005 «The Issue on Provision of the Twinning Programme Implementation in Ukraine» the National Agency of Ukraine on Civil Service directs and coordinates the activity on preparation and implementation the Twinning Programme in Ukraine. Moreover the NAUCS is the national coordinator of implementation of the institutional building instrument TAIEX and CIB Programme according to the relevant legal acts.
