On November 11, 2013 the Steering Committee Meeting of the Twinning Project for the National Commission for the State Regulation of Communications and Informatization (NCCIR) “Supporting enhancement of the regulatory and legal competence of the National Commission for the State Regulation of Communications and Informatization regarding telecommunications sector regulation” was held. Representatives of the National Agency of Ukraine on Civil Service as the national coordinator of the Twinning instrument took part in the meeting.

The project is being implemented in the NCCIR in cooperation with the partners from the Kingdom of Spain, the Kingdom of Sweden and the Republic of Latvia. It is aimed at enhancing the independence and administrative capacity of the NCCIR in order to take relevant measures regarding regulation, to provide fulfillment of their own decisions and implementation of all regulatory standards that guarantee rivalry on the market.  

During the meeting there were presented the outcomes of the project realization, including the sphere of telecommunications regulations and the capacity strengthening of the Ukrainian legislation.

Iryna Luchynska, Deputy Director of the Twinning Programme Administration Office represented basic principles of the Twinning instrument, achievements and results of its implementation in Ukraine.

For reference: since 2005 according to the Decree of the President of Ukraine dated on 06.10.2005 № 1424/2005 «The Issue on Provision of the Twinning Programme Implementation in Ukraine»  the National Agency of Ukraine on Civil Service directs and coordinates the activity on preparation and implementation the Twinning Programme in Ukraine. Moreover the NAUCS is the national coordinator of implementation of the institutional building instrument TAIEX and CIB Programme according to the relevant legal acts.
