On February 27, 2014 the working meeting of the Twinning Programme Administrative Office (hereinafter - PAO) headed by the Acting Head of the National Agency of Ukraine on Civil Service (hereinafter – the NAUCS) Julia Kovalevska was held.
The issues on the Twinning and TAIEX instruments implementation in Ukraine were considered, in particular the state of realization of the Twinning project for the NAUCS was discussed as well as TAIEX application forms from the government authorities were approved. They are to be sent for approval to the European Commission. It was also reported that since the beginning of the year the NAUCS has received 26 new TAIEX application forms from the government authorities, 17 application forms have been sent for approval to the European party.
The participants of the meeting discussed the issue on the working visit of the European experts on migration policy to Ukraine within the framework of the Comprehensive Institutional Building Programme (the CIB).
The information regarding preparation for implementation of the Course of Defense and Security for the Leading Personnel of Government Authorities of Ukraine within the framework of cooperation with the North Atlantic Treaty Organization was reviewed.
The issue on preparation to the sixth meeting of the working group regarding administrative reform of the topical platform № 1 “Democracy, Good Governance and Sustainability” was also under consideration.
Representatives of the NAUCS, the Center for Adaptation of the Civil Service to the Standards of the European Union and the School of Senior Civil Service took part in the working meeting.
For reference: since 2005 in accordance with the Decree of the President of Ukraine “The Issue On Provision of the Twinning Programme Implementation in Ukraine” dated on October 6, 2005 № 1424/2005 the NAUCS directs and coordinates the activity on preparation and implementation of the Twinning Programme in Ukraine. Moreover the NAUCS is the national coordinator of the institutional building instrument TAIEX and the CIB Programme according to the relevant legal acts. The PAO functions under the NAUCS and it was established to perform general coordination of implementation of the Twinning, TAIEX instruments and the CIB Programme in Ukraine.
