On March 5, 2014 the working meeting of the Twinning Programme Administration Office (hereinafter - PAO) headed by the Acting Head of the National Agency of Ukraine on Civil Service (hereinafter – the NAUCS) Julia Kovalevska was held.
Issues on the Twinning and TAIEX implementation in Ukraine were considered, in particular the state of realization of the Twinning project for the NAUCS was discussed as well as TAIEX application forms from the government authorities were approved and would be sent for approval to the European Commission.
It was also reported that since the beginning of the year the NAUCS has received 28 new TAIEX application forms from the public authorities, 19 application forms have been sent for approval to the European Commission .
The participants of the meeting discussed the implementation plan of priority measures for the integration of Ukraine to the European Union in 2013.
The information regarding preparation Organizational Committee meeting on implementation of the Course of Defense and Security for the Leading Personnel of Public Authorities of Ukraine within the framework of cooperation with the North Atlantic Treaty Organization was reviewed.
The issue on participation of NAUCS representative in the meeting in the framework of Ukraine-NATO Program on professional development of the civil personnel in defense and security sphere was also under consideration.
Representatives of the NAUCS, the Center for Adaptation of the Civil Service to the Standards of the European Union and the School of Senior Civil Service took part in the working meeting.
For reference: since 2005 in accordance with the Decree of the President of Ukraine “The Issue On Provision of the Twinning Programme Implementation in Ukraine” dated on
October 6, 2005 № 1424/2005 the NAUCS directs and coordinates the activity on preparation and implementation of the Twinning Programme in Ukraine. Moreover the NAUCS is the national coordinator of the institutional building instrument TAIEX and the CIB Programme according to the relevant legal acts. The PAO functions under the NAUCS and it was established to perform general coordination of implementation of the Twinning, TAIEX instruments and the CIB Programme in Ukraine.
