On April 29, 2014 at the premises of the Ministry of Education and Science of Ukraine (hereinafter – the MESU) the meeting of the Steering Committee of the Twinning Project “Modernization of Legal Standards and Principles of Education and Training according to the Policy of the European Union regarding Life-Time Learning” that is being implemented in cooperation with the EU member-states consortium of the Kingdom of Denmark and Federal Republic of Germany was held.
The meeting of the Steering Committee began with the welcome speech of the Deputy Minister of the MESU Pavlo Polianskyi who underlined the importance of the Twinning Project in the context of improvement of the Ukrainian legislation as well as promoting dialogue with the European experts. Within the framework of the Twinning project the new law “On Professional Education” and other draft legal acts related with the practical implementation of the Nation Classification Framework are being worked out. Furthermore 47 state standards of professional technical education on definite blue-collar jobs approved by the Ministry of Social Policy of Ukraine and the Federation of Employers of Ukraine were agreed.
During the meeting the state of the Twinning project implementation during the fourth and the fifth reporting periods was considered. The Component Leaders reported on the actions that had been carried out. The action plan for the next reporting period was also presented. The issue of continuation of the term of the project implementation was discussed.
The Leader of the Twinning Project from the consortium of the EU member-states, Junior Project Leader, the Leading Expert of the Project, the Project Coordinator from the Delegation of the European Union to Ukraine as well as the representatives of the MESU, the Ministry of Social Policy of Ukraine and other stakeholders took part in the event.
The Head of the Twinning Coordination Unit of the Center for Adaptation of the Civil Service to the Standards of the European Union Yan Yakushchenko took part in the event.
For reference: since 2005 according to the Decree of the President of Ukraine dated on October 6, 2005 № 1424/2005 «The Issue on the Twinning Programme Implementation in Ukraine» the National Agency of Ukraine on Civil Service directs and coordinates the activity on preparation and implementation the Twinning Programme in Ukraine. Moreover the NAUCS is considered to be the national coordinator of the institutional building instrument TAIEX and CIB Programme according to the relevant regulatory acts.
