On August 20, 2014 at the premises of the National Agency of Ukraine on Civil Service (hereinafter – the NAUCS) the Head of the NAUCS Kostiantyn Vashchenko conducted the meeting with the representative of the EU Support Group for Ukraine in establishing of institutional mechanism of coordination and development of program on implementation of the Association Agreement between the EU and Ukraine (hereinafter - the AA), former Director-General for Education and Culture of the European Commission Jan Truszczynski.
During the meeting the issues regarding the quality of civil service in general as well as the concept of the civil service reform within a context of the national idea of Ukraine concerning European integration were considered.
Kostiantyn Vashchenko admitted that creation of a modern system of civil service in Ukraine according to the best European practices was of the first priority of the NAUCS. In particular, it toched upon the the issue of improvement of the Law of Ukraine On Civil Service and functional review of government authorities aimed at profound analysis of their functions and authorities for prevention of doubling some of them. Great attention was payed to effectiveness of personnel policy and rational management of human resources.
During the meeting Mr. Jan Truszczynski described the experience of civil service reform in the Republic of Poland and submitted the recommendations for creating a significant opportunity for the successful implementation of gradual reform of the state apparatus.
Representatives of the EU Delegation to Ukraine suggested the assistance to NAUCS in activation work of SIGMA program experts for introduction of amendments to the current version of the Law of Ukraine On Civil Service as well as in developing efficient mechanism of resolving of identified issues.
Parties of the meeting agreed to strengthen cooperation in sharing experience in the area of civil service reform which is an important component of the AA implementation.
Furthermore, the Head of Public Administration Reform Unit of the EU Delegation to Ukraine Volodymyr Kondrachuk and the chief specialist of the European Integration Unit of the EU Association and Integration Department of Secretariat of the Cabinet of Ministers of Ukraine Olena Shestopalyuk took part in the event.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the Head of the Projects Management Unit Oksana Ishchuk and the Deputy Head of the Resource Management, Operation and Development Unit Anastasia Terekh attended the event.
For reference: the SIGMA Programme (Support for Improvement in Governance and Management) - one of the high-profile analytical centers of EU, which was founded with the initiative of the Organization of Economic Cooperation and Development (OECD) and the European Union. The main objective of the Programme is support to modernization of public administration of the countries of Central and Eastern Europe. The Programme plays the key role in preparation of the candidate countries to the EU accession and support to the public administration reform.
SIGMA Programme assistance in the modernization of public administration can be provided by:
• fulfilment analyzing of administrative structures;
• development and implementation of public administration reform;
• fulfilment analyzing of proposed draft of legislation and programs;
• training and information exchange;
• preparation of plans for technical assistance.
