On September 4, 2014 at the premises of the National Agency of Ukraine on Civil Service (hereinafter – the NAUCS) the steering committee meeting for the Twinning project «Support to Civil Service Development in Ukraine» took place.
The Project Leader from the NAUCS Kostiantyn Vashchenko, the Project Leader from the Republic of Poland Marcin Sacovicz, the Junior Project Leader from the United Kingdom of Great Britain and Ireland Richard Jarvis as well the Resident Twinning Adviser Piotr Kulpa made their opening remarks. Furthermore, the Head of the First Department of Assistance Programmes “Good Governance and Democratization” of the EU Delegation to Ukraine Aleksandru Albu greeted all the participants of the event.
Kostiantyn Vashchenko in his speech underlined the importance of cooperation between the civil servants of Ukraine and foreign experts. He also admitted the importance of continuation the civil service reform which is based on the best european experience. The Twinning project is considered to be of the first priority within the framework of the draft Laws of Ukraine “On Civil Service” and “On Service in Local Self-Government Authorities” development.
The Head of the Civil Service Reform Division of the EU Delegation to Ukraine Volodymyr Kondrachuk and Vice President of the National Academy of Ukraine for Public Administration under the President of Ukraine Maryna Bilinska took part in the project discussion.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the Head of the Twinning Coordination Division Yan Yakushchenko and the chief specialist of the Twinning Coordination Division Artem Takhtarov attended the event.
For reference: since 2005 according to the Decree of the President of Ukraine dated October 06, 2005 № 1424/2005 «The Issue on the Twinning Programme Implementation in Ukraine» the National Agency of Ukraine on Civil Service (hereinafter – the NAUCS) is the coordinator of the Twinning Programme Implementation in Ukraine. Furthermore, the NAUCS is the coordinator of the institutional building instrument TAIEX and CIB Programme according to the relevant regulatory acts.
