Within the framework of the Twinning Project “Support to Civil Service in Ukraine” the study visit of representatives of the National Agency of Ukraine on Civil Service (hereinafter – the NAUCS) and the Center for Adaptation of the Civil Service to the Standards of the European Union (hereinafter – the Center) to Warsaw and Krakow (the Republic of Poland) take place.
The main goal of the visit is to introduce the experience of implementation and functioning of Common Assessment Framework (CAF) in the government authorities of the Republic of Poland. During the two-week visit to the Republic of Poland the participants are to learn the best practices in the area of civil service administration.
During the first week representatives of the NAUCS and the Center took part in two training workshops organized by the National School of Public Administration (KSAP) of the Republic of Poland and visited the Supreme Audit Office, Administration of Mazovia Province and Municipal administration of Krakow.
During the workshops the KSAP Director Ian Pastva described the mission, key objectives and priorities of KSAP, its main achievements and prospects. Representatives of the Chancellery of the Prime Minister of the Republic of Poland Krzysztof Banas and Katarzyna Dudzik reported on the civil service system in the Republic of Poland.
The CAF-expert Slawomir Vysotski described in details the Common Assessment Framework (CAF) and the main lessons learned during the implementation and functioning of public authorities, institutions and organizations in the Republic of Poland.
Furthermore, representatives of the Supreme Audit Office, Administration of Mazovia Province and Municipal administration of Krakow shared the experience of development a system of trust management and budgeting, performance assessment of public authorities, they also touched upon practical issues, main achievements and challenges during the CAF implementation.
From the Center for Adaptation of the Civil Service to the Standards of the European Union the Head of Human Resources Development Department Angela Kukulja, the Head of ТАІЕХ Coordination Division of the Projects Management Unit Vasylko Julia and the chief specialist of SIGMA and СІВ Division of the Projects Management Unit Nazarenko Victoria take part in the study visit.
