The Sixth Annual Richelieu Academic Readings in Kyiv

On September 26, 2014 with the participation of international experts and specialists the Sixth Annual Richelieu Academic Readings “European Guidelines of Civil Service Reform in Ukraine” was held in Kyiv. The conference was organized by the National Agency of Ukraine on Civil Service (NAUCS), National Academy of Public Administration under the President of Ukraine and the Association of Ukrainian Cities with the participation and support of EU-funded Twinning Project “Support to civil service development in Ukraine” and Professional Development Programme of security and defense sector of NATO.

The aim of the Sixth Annual Richelieu Academic Readings is to present the new draft Law of Ukraine “On Civil Service”. During the work in sections all the participants had an opportunity to discuss the regulatory and legal framework for civil service reform, to consider Ukrainian and international experience in implementing anti-corruption policy in the context of restoring confidence in government, as well as issues concerning the improvement of raising the level of professional competence in terms of civil service reform and service in local government.

Volodymyr Groysman - Deputy Prime Minister of Ukraine – Minister of Regional Development, Construction and Communal Services of Ukraine; Dmytro Shymkiv - Deputy Head of the Presidential Administration of Ukraine; Krzysztof Kwiatkowski - President of the Supreme Audit Office of Poland and Yuriy Kovbasiuk - president of the National Academy of Public Administration under the President of Ukraine welcomed the participants of the conference.

The Head of the National Agency of Ukraine on Civil Service Kostiantyn Vashchenko presented his wellcome speech. First of all, Mr. Vashchenko underlined the importance of the event and presented the concept of civil service reform based on the European experience, developed jointly by Ukrainian and international experts.

Representatives of the Presidential Administration of Ukraine, the Cabinet of Ministers of Ukraine, the Verkhovna Rada of Ukraine, embassies of EU member states, heads of personnel departments of central executive authorities, representatives of local government authorities, universities, international organizations and civil institutions took part in the event.

For reference: the Draft Law of Ukraine “On Civil Service” was developed by the NAUCS, including experts from international and national organizations, research and educational institutions,  experts of the Centre for Political and Legal Reforms and Twinning Programme “Support to civil service development in Ukraine”. The principal innovations of the Draft Law is the separation of political and administrative positions and settlement of the status of civil servant, competitive selection procedures of the civil service. The Draft Law ensures equal access to public service, combines the assessment of remuneration and objective basis for promotion, increases personal responsibility on the performance of duties and creates conditions of transparency of public authorities.
