On October 15, 2014 at the premises of the National Agency of Ukraine on Civil Service the 12th meeting of the Twinning Programme Coordination Group was held.
The Head of the National Agency of Ukraine on Civil Service Kostiantyn Vashchenko in his welcome speech underlined the opportunities of the Twinning instrument in the area of approximation of national legislation to European and in exchange of experience between civil servants of Ukraine and the EU member states. “Twinning instrument has already proved its effectiveness in supporting public bodies in bringing their day-to-day work to European practices and standards” - emphasized Mr. Vashchenko. The Head of the National Agency of Ukraine on Civil Service also highlighted the leading position of Ukraine in the involvement of Twinning instrument. In general, Twinning Pipeline comprises 61 projects (30 projects are successfully implemented, 9 are at the implementation phase and another 22 projects are in various stages of preparation). Among beneficiaries there are 45 Ukrainian institutions.
During the meeting all the participants discussed proposals of public authorities in order to launch new Twinning projects and considered the overall status of this instrument in Ukraine. As the result of the meeting 11 new Twinning projects are to be included into the Twinning Pipeline.
Representatives of the Presidential Administration of Ukraine, the Cabinet of Ministers of Ukraine, the Verkhovna Rada of Ukraine, the Ministry of Economic Development and Trade of Ukraine, the Delegation of the European Union to Ukraine and representatives of the Twinning Programme Administration Office took part in the event.
For reference: since 2005 according to the Decree of the President of Ukraine dated on 06.10.2005 № 1424/2005 «The Issue on Provision of the Twinning Programme Implementation in Ukraine» the National Agency of Ukraine on Civil Service directs and coordinates the activity on preparation and implementation the Twinning Programme in Ukraine. Moreover the National Agency of Ukraine on Civil Service is the national coordinator of implementation of the institutional building instrument TAIEX and CIB Programme according to the relevant legal acts.
