On October 16, 2014 in Tbilisi (Georgia), the meeting of the Coordination Group “Public Administration Reform” of thematic platform number 1 “Democracy, Good Governance and Stability” within the framework of the EU “Eastern Partnership” (hereinafter - the meeting of the Coordination Group) was held.
The purpose of this event was to discuss the work program for 2014-2017, including status of implementation of the Work Plan in 2014.
During the meeting participants had the opportunity to get acquainted with the Georgian experience of access to information and transparency in the declaration of income, with the experience of Czech Republic in development of the law on publishing contracts on the Internet and with the new features of the EU legislation regarding transparency in government procurement.
During the meetings of the Coordination Group, SIGMA experts presented the results of a comparative study of civil service professional development in Armenia, Azerbaijan, Georgia, Moldova and Ukraine.
The Head of the Twinning Coordination Division of the Center for Adaptation of the Civil Service to the Standards of the European Union Yan Yakushchenko and coordinator of the Coordination Group of Ukrainian National Platform of the Civil Society Forum of the Eastern Partnership Vladimir Kupriy took part in the event.
Jan Yakuschenko described the activities of the National Agency of Ukraine on Civil Service in 2014, focusing on the conduct of the Eighth Regional Conference on institution building in the area of the “Effective management of technical assistance”. Ukraine is considered to be leading country in this sphere.
The results of the meeting are presented in the meeting minutes, which were prepared and distributed to the Coordination Group for further approval.
For reference: in May 2011, at the regular meeting of the platform №1 “Democracy, Good Governance and Stability" within the framework of the EU “Eastern Partnership” the Coordination Group “Public Administration Reform” was created. This Coordination Group enables sharing the best practices and experiences of EU-Member States and the Eastern Partners in the implementation of public administration reform. Ukraine is the leading country in the area of “Effective management of technical assistance”.
