On December 11, 2014 the concluding work meeting within the framework of three day visit of the SIGMA advisory mission took place in Ukraine.
The main goal of the SIGMA advisory mission was to consider the new draft Law of Ukraine “On Civil Service” developed with due account for comments and proposals received during the previous work meeting within the framework of the SIGMA advisory mission conducted on October 14 – 17, 2014 in Kyiv.
The new edition of the draft Law of Ukraine “On Civil Service” is based on transparent principles and milestones, the best European experience. Innovations of the draft law are to enable a new quality of public administration that is considered to be one of the priority tasks of the Action Programme of the Cabinet of Ministers of Ukraine.
During working meetings all the participants made article-by-article review of the draft law and approved some fundamental provisions. As a result of the advisory mission it was agreed to refine the draft law taking into consideration received comments and recommendations.
Former Director of Federal Academy of Public Administration of the Federal Republic of Germany Anke Freibert. senior advisor of the SIGMA programme responsible for public administration and civil service issues Wojciech Zielinski, experts of the EU Support Group for Ukraine Marie Bohata, Oleksandra Yanovska and Frank Paul, EU experts on Civil Service Baiba Petersone, experts of the Twinning project «Support to Civil Service Development in Ukraine», representatives of Presidential Administration of Ukraine, Delegation of the European Union to Ukraine, National Agency of Ukraine on Civil Service and members of the Expert Advisory Board on Civil Service Reform to the EU standards took part in the SIGMA advisory mission.
Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Maryna Kanavets, the Head of the Expert Advisory Unit Ivan Roshchyn, the Head of the Projects Management Unit Oksana Ishchuk, Deputy Head of the Projects Management Unit Serhiy Kopan and the Head of the Resource Management, Operation and Development Unit Faina Kozyrieva attended the meetings.
For reference: the SIGMA programme (Support for Improvement in Governance and Management) – is considered to be one of the most prestigious analytical centers of the European Union. It was organized with the initiative of the Organization of Economic Cooperation and Development and the European Union. The goal of the programme establishment was to support the countries of the Central and Eastern Europe in improving the system of public administration. The programme above mentioned plays the key role in preparation the candidate countries to the European Union accession.
Support of the SIGMA programme in the area of modernization of public administration can be carried out by mens of:
- administrative structures analysis;
- development and implementation of administrative system reforms;
- analysis of the draft laws and programmes suggested;
- training organization and information;
- preparation of technical assistance action plans.
