On December 18, 2014 at the premises of the National Agency of Ukraine on Civil Service (hereinafter – the NAUCS) the steering committee meeting for the Twinning Project “Support to civil service development in Ukraine” was held.
The Project Leader from the NAUCS Kostiantyn Vashchenko, the Project Leader from the Republic of Poland Marcin Sacovicz, Junior Project Leader from the United Kingdom of Great Britain and Ireland Richard Jarvis made their opening remarks and greeted all the participants of the event.
The Head of the NAUCS Kostiantyn Vashchenko in his speech underlined the main achievements of the project and emphasized the special importance of the Twinning project in the context of further implementation of the draft Laws of Ukraine “On Civil Service” and “On Service in Local Self-Government Authorities”.
The Resident Twinning Adviser Piotr Kulpa presented quarterly report and summarized the overall results of the three-year period of the project implementation. The Head of the Civil Service Reform Division of the EU Delegation to Ukraine Volodymyr Kondrachuk and Vice President of the National Academy of Ukraine for Public Administration under the President of Ukraine Maryna Bilinska took part in the project discussion. Furthermore, the participants of the meeting discussed the preparation of the final report of the project.
The Head of the Twinning Coordination Division of the Projects Management Unit of the Center for Adaptation of the Civil Service to the Standards of the European Union (hereinafter – the Center) Yan Yakushchenko and the Chief specialist of the Twinning Coordination Division of the Projects Management Unit of the Center Artem Takhtarov attended the event.
For reference: since 2005 according to the Decree of the President of Ukraine dated on 06.10.2005 № 1424/2005 «The Issue on Provision of the Twinning Programme Implementation in Ukraine» the National Agency of Ukraine on Civil Service directs and coordinates the activity on preparation and implementation the Twinning Programme in Ukraine. Moreover the National Agency of Ukraine on Civil Service is the national coordinator of implementation of the institutional building instrument.
