On March 18, 2015 at the premises of the Ministry of Education and Science of Ukraine the closure meeting of the Twinning Project “Modernization of legislative standards and principles of Education and Training in line with the EU Policy in Lifelong Learning” took place. The Project was implemented in cooperation with the Metropolitan University College (Copenhagen, the Kingdom of Denmark) and the Federal Institute of Vocational Education and Training (the Federal Republic of Germany).
The goal of the Project is capacity strengthening of the Ministry of Education and Science of Ukraine in effective implementation of the national qualification model of professional and technical training.
The Project Leader of Ukraine, the Deputy Minister of Education and Science of Ukraine Pavlo Polianskyi in his welcome speech thanked all the team members for the fruitful and constructive work and assured that the results of the Project would be implemented in each educational institution of Ukraine. The Head of “Education, Science, Information Society” Department of the EU Delegation to Ukraine Vira Rybak noted positive impact of the Project on the further development of vocational education in Ukraine.
During the meeting the Project Leader of Ukraine Pavlo Polianskyi and the Project Leader of the EU Member-States Consortium Susanne Gottlieb emphasized the overall results of the Project. In addition, the main developments and achievements in the context of each of the components of the Project were presented. Component 1 “Review of Ukrainian VET legislation and development of recommendations for its improvement based on EU policy and experiences in LLL”, Component 2 “Support to NQF implementation strategy” and Component 3 “Development and implementation of scheme and criteria for VET quality assurance”.
The Junior Project Leader, the Senior Expert and Researcher of the Federal Institute of Vocational Education and Training of Germany Kristin Eberhardt shared her experiences on the results of cooperation under study visits.
Representatives of government authorities of Ukraine, the Institute of Innovative Technology and Education of Ukraine, the Ministry of Education and Science of Ukraine, the Institute of Vocational Education of the National Academy of Pedagogical Sciences of Ukraine, other educational institutions, the Federation of Employers of Ukraine, international experts, representatives of the media and other also took part in the meeting.
The Head of the Projects Management Unit of the Center for Adaptation of the Civil Service to the Standards of the European Union Oksana Ishchuk attended the event. In her speech she highlighted some practical points of the Project further realization. “EU Member State, for its part, provides expert support and appropriates recommendations which are necessary to achieve the Project objectives, but further implementation of its developments entirely depends on the Beneficiary” – admitted Oksana Ishchuk.
For reference: since 2005 according to the Decree of the President of Ukraine dated on 06.10.2005 № 1424/2005 «The Issue on Provision of the Twinning Programme Implementation in Ukraine» the National Agency of Ukraine on Civil Service directs and coordinates the activity on preparation and implementation the Twinning Programme in Ukraine. Moreover the National Agency of Ukraine on Civil Service is the national coordinator of implementation of the institutional building instrument.
