On March 19, 2015 at the premises of the Delegation of the European Union to Ukraine the working meeting on the preparation of the Twinning Project Fiche for the Ukrainian Parliament Commissioner for Human Rights “Implementation of the European Standards with the Aim of Strengthening the Institutional Capacity of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights to Protect Human rights and Freedoms” was held.
The overall objective of the Project is to establish the Ombudsman institution as an effective mechanism of parliamentary control over the observance of human rights and freedoms at the national level and to enhance influence on state and local self-government authorities in order to provide the proper observance of human rights and fundamental freedoms in accordance with European standards.
During the meeting the Twinning Project Fiche was presented and participants discussed further steps in elaboration of the Project, particularly in the field of data protection.
The Head of the Law and Justice Sector of the Delegation of the European Union to Ukraine Andriy Spivak, the Manager of the Project of the Council of Europe “Package of urgent measures for Ukraine"” Victoria Halpyerina, the Specialist of the Project “Privacy and Access to Public Information” Olena Rodionenko, the representative of the Commissioner – the Head of Department of Personal Data Bem Markiyan Volodymyrovych and the representative of the Commissioner – the Head of the Department for Constitutional preparation and submissions of the right of access to public information Kushnir Irina of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights attended the meeting.
The Deputy Head of the Resource Management, Operation and Development Unit of the Center for Adaptation of the Civil Service to the Standards of the European Union Anastasia Terekh attended the event.
For reference: since 2005 according to the Decree of the President of Ukraine dated on 06.10.2005 № 1424/2005 “The Issue on Provision of the Twinning Programme Implementation in Ukraine” the National Agency of Ukraine on Civil Service directs and coordinates the activity on preparation and implementation the Twinning Programme in Ukraine. Moreover the National Agency of Ukraine on Civil Service is the national coordinator of implementation of the institutional building instrument TAIEX and CIB Programme according to the relevant legal acts.
The CIB Programme (Comprehensive Institution Building) - is the part of the EU initiative “Eastern Partnership”. The main objective of this Partnership is support to realization the institutional reforms of certain state institutions in order to create conditions for effective implementation of the Association Agreement between Ukraine and the EU, including the creation of a free trade area.
