On April 9, 2015 at the premises of the Delegation of the European Union to Ukraine the working meeting on the preparation of the Twinning Project Fiche for the Ukrainian Parliament Commissioner for Human Rights “Implementation of the European Standards with the Aim of Strengthening the Institutional Capacity of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights to Protect Human rights and Freedoms” was held.
The Project is focused on the capacity strengthening of the Secretariat by improving the legislation within the activity of the Ombudsman, structural change and development of the internal procedures of the Secretariat in accordance with international standards.
During the meeting the final draft of the Twinning Project Fiche was approved and participants discussed the next steps of Project preparation. In addition, they outlined the timing of announcement of the tender about selection of partners from the EU Member States.
The Head of the Law and Justice Sector of the Delegation of the European Union to Ukraine Andriy Spivak, the Manager of the Project of the Council of Europe “Package of Urgent Measures for Ukraine” Victoria Halpyerina, the Specialist of the Project “Privacy and Access to Public Information” Olena Rodionenko, the Deputy Head of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights Olena Smirnova, the representative of the Commissioner – the Head of the Department for the Implementation of the National Preventive Mechanism Yurij Belousov, the representative of the Commissioner – the Head of Department of Personal Data Bem Markiyan, the Head of International Cooperation Department Adriana Kulchytska and others.
The Deputy Head of the Resource Management, Operation and Development Unit of the Center for Adaptation of the Civil Service to the Standards of the European Union Anastasia Terekh attended the event.
For reference: since 2005 according to the Decree of the President of Ukraine dated on 06.10.2005 № 1424/2005 “The Issue on Provision of the Twinning Programme Implementation in Ukraine” the National Agency of Ukraine on Civil Service directs and coordinates the activity on preparation and implementation the Twinning Programme in Ukraine. Moreover the National Agency of Ukraine on Civil Service is the national coordinator of implementation of the institutional building instrument TAIEX and CIB Programme according to the relevant legal acts.
