On April 28, 2015 the meeting of the Head of the National Agency of Ukraine on Civil Service with the representatives of the European Union was held.
The aim of the meeting was to discuss the issues regarding support to the implementation of the Law of Ukraine "On Civil Service" (new edition) from the side of European Union as well as to review the current state of preparation of the draft Strategy of Public Administration Reform in accordance with the Strategy for Sustainable Development “Ukraine – 2020”.
The Head of the National Agency of Ukraine on Civil Service Kostiantyn Vashchenko in his opening remarks outlined the current situation of civil service reform, in particular he admitted that the task force on public administration reform had been established. The task force consists of members of the Ukrainian Parliament, representatives of government authorities, civil society and international experts.
The Leader of Support Group for Ukraine under the European Commission Frank Paul underlined the importance of cooperation with the National Agency of Ukraine on Civil Service and expressed the readiness to support reforms in the area of public administration.
During the meeting the participants discussed the issue of the new civil service legislation implementation, in particular conducting awareness-raising campaign, including its regional level, development of web-portal for human resource management in the civil service. The necessity of development and realization of the Strategy of Public Administration Reform was also agreed.
From the Delegation of the European Union to Ukraine the Head of Operations Section 1 “Good Governance and Democratisation” Alexandru Albu, and Sector Manager “Public Administration Reform” Volodymyr Kondrachuk took part in the vent. They outlined the importance of further cooperation within the framework of public administration reform.
The SIGMA Programme expert Joop Vrolijk informed on the best practices on expert review of the draft Law of Ukraine “On Civil Service” (new edition) and expressed readiness for further cooperation.
From the Center for Adaptation of the Civil Service to the Standards of the European Union the Director of the Center Maryna Kanavets and the Senior Consultant of the Projects Management Unit of the Center Inna Belobratova attended the event. Advisor of the Administration of the President of Ukraine Ivan Hilobok and Director of Regulatory and Legal Support Department of the National Agency of Ukraine on Civil Service Andrij Zabolotnyi took part in the working meeting.
For reference: the draft Law of Ukraine “On civil service” (new edition) was taken as a basis during the first reading of the plenary session of the Verkhovna Rada of Ukraine which took place on April 23, 2015.
