The Kick-off of the Two-day Annual conference of Ukraine-NATO Programme for Professional Development “Modernization of Public Administration and its Implications on the Wider Security and Defence Sector”

On May 6, 2015 at the premises of the National Agency of Ukraine on Civil Service the Annual conference of Ukraine-NATO Programme for Professional Development of the Civilian Personnel of the Sector of Security and Defence “Modernization of Public Administration and its Implications on the Wider Security and Defence Sector” has begun.

The event was organized by the National Agency of Ukraine on Civil Service and Ukraine-NATO Programme for Professional Development with the participation and support of the Ministry of Defence of Ukraine, NATO Liaison Office in Ukraine, Georgia-NATO Professional Development Programme.

The annual conference that is conducted in Ukraine for the second time has become a significant event, a specific background for information exchange, sharing the best practices, experience and strategic points of view regarding public administration and civil service reform. Furthermore, future perspectives of the Ukraine-NATO PDP are to be defined during the conference.

Deputy Head of the National Agency of Ukraine on Civil Service Oleskandr Skopych in his opening remarks greeted all the participants and presented main activities within the framework of public administration and civil service reform. He touched upon the issue of elaboration of the Law of Ukraine “On Civil Service” (new edition) and approval of the Strategy of the Civil Service and Service in Local Self-government Authorities of Ukraine for the Period until 2017. At the same time the performance outcomes of the Ukraine-NATO PDP were presented and the priority directions for further cooperation were defined.

The Head of the Human Resource Management Department of the Administration of the President of Ukraine Olena Droshchenko underlined the urgent importance of the civil service reform and implementation of human resource management innovative technologies taking into account the best European experience.

The Head of the Department of International Cooperation of the Secretariat of the Cabinet of Ministers of Ukraine Oksana Kozlovska in her speech pointed out the significance of the event within the framework of Ukraine-NATO cooperation and expressed the hope that all the proposals would be implemented while providing modernization of public administration and civil service reform.

The Manager of Ukraine-NATO Professional Development Programme Mr. Оve Urup-Madsen admitted that the PDP is considered to be a powerful instrument of effective realization of all the tasks and objectives set within the framework of public administration reform.

Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Maryna Kanavets presented the key provisions of the Strategy of the Civil Service and Service in Local Self-government Authorities of Ukraine for the Period until 2017.

According to the Agenda of the conference three plenary sessions and syndicate works are to be conducted. It will provide information exchange, sharing the best practices and experience regarding public administration reform as well as contribute to public administration modernization in the context of implementation of the Strategy for Sustainable Development “Ukraine – 2020”, Action Programme of the Cabinet of Ministers of Ukraine, Association Agreement between Ukraine and the European Union taking into consideration the policy of European integration and Euro-Atlantic cooperation.

Representatives of the Presidential Administration of Ukraine, the Secretariat of the Cabinet of Ministers of Ukraine, representatives of the ministries, central executive bodies and government authorities in the sector of security and defence, educational establishments, public organizations, scientific institutions, ukrainian and foreign experts, representatives of government authorities of Georgia took part in the event.

For reference: according to the conclusion of the Sixth Session of the Commission on the Ukraine's partnership with NATO the National Agency of Ukraine on Civil Service was established as the national coordinator of the implementation of the NATO–Ukraine Program for Professional Development of the Civilian Personnel of the Sector of Security and Defence.
