On May 20, 2015 at the premises of the Federal Ministry for Economic Affairs and Energy the Annual Conference on the Implementation of Institutional Building Instrument Twinning (hereinafter – the Conference) took place.
The aim of the conference was to share practical experience on programming and implementation of Twinning projects, organization TAIEX events, procedures and mechanisms for the usage of these tools, as well as introduction of general principles of operation of the Twinning Programme Administrative Office in Ukraine and the in the Federal Republic of Germany.
The conference included theoretical part during which the results of the PAO activity and usage of Twinning and TAIEX instruments were presented, and the practical part – “FAQ”.
The Commissioner on National Contact Point for Twinning Instrument implementation of the Federal Ministry for Economic Affairs and Energy Oliver Wok underlined the necessity of establishing and expanding range of partnerships with National Contact Points for the implementation of institutional building instruments Twinning and TAIEX.
During the practical part the issues related to the procedures of Twinning in Ukraine and mechanisms of interaction between the PAO and the EU Delegation to Ukraine during the implementation of Twinning projects were discussed.
The Heads of department on cooperation of the EU member states and other countries of the Federal Ministry for Economic Affairs and Energy Andreas Obersteller made closing remarks of the conference.
The Deputy Head of the Resource Management, Operation and Development Unit of the Center for Adaptation of the Civil Service to the Standards of the European Union Anastasia Terekh and the Head of ТАІЕХ Coordination Division of the Projects Management Unit Julia Vasylko attended the event.
For reference: since 2005 according to the Decree of the President of Ukraine dated on 06.10.2005 № 1424/2005 «The Issue on Provision of the Twinning Programme Implementation in Ukraine» the National Agency of Ukraine on Civil Service directs and coordinates the activity on preparation and implementation the Twinning Programme in Ukraine. Moreover the National Agency of Ukraine on Civil Service is the national coordinator of implementation of the institutional building instrument TAIEX and CIB Programme according to the relevant legal acts. For the purpose of proper coordination of Twinning, TAIEX and CIB Programme was established the Twinning Programme Administration Office in Ukraine, whose functions are performed by the Center for Adaptation of Civil Service to EU standards.
