Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Took Part in the Eighth Meeting of the Working Group “Public Administration Reform”

On June 4, 2015 in Stockholm (the Kingdom of Sweden) the eighth meeting of the Working Group “Public Administration Reform” under the thematic platform number 1 “Democracy, Good Governance and Stability” of the EU initiative “Eastern Partnership” was held.

The purpose of the meeting was to discuss the Action Plan for 2015 under the Working Group, as well as the issue of good governance.

The Head of the Working Group, the Head of the EaP, regional cooperation and OECD Richard Tibbels welcomed all participants of the meeting of the Working Group. Ambassador of the Eastern Partnership of Sweden Martin Hehstrom and the Manager of the Law Programme Richard Zadzhats-Sannerhom presented their opening remarks.

During the meeting participants had the opportunity to learn the experience of the Council of Europe in the issues on decentralization of power, with the analysis of the civil service in Georgia, as well as new EU approaches of the Estonian Centre of Eastern Partnership about public administration reform.

There was also presented the experience of member countries of the EU initiative “Eastern Partnership” public authorities’ activity, particularly regarding human resource management, the issue of electronic documentation, protection of personal data, as well as local government and decentralization.

Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Maryna Kanavets during the working meeting presented the results of implementation of the work plan in 2014 and described the main activities of the National Agency of Ukraine on Civil Service planned for 2015. Maryna Kanavets in her speech underlined the importance of holding the Ninth Annual Regional Conference on Institutional Building in Ukraine.

There was also pointed out that cooperation within the framework of the Working Group supports the realization of providing development and implementation of the state policy in the civil service, including the implementation of the functional civil service management, development of activities aimed improvement of public services, etc.

Representatives of the EU member countries of “Eastern Partnership” initiative, representatives of government authorities of the EU member states as well as representatives of public society took part in the event. 

For reference: in May 2011, at the meeting of Platform №1 “Democracy, Good Governance and Stability” in the framework of the EU “Eastern Partnership” the Working Group “Public Administration Reform” was established. It gave the opportunity to create at expert level conditions for exchange of best practices and experiences of EU member states and the eastern partners during the implementation of public administration reform. Ukraine is one of the leading countries in the Working Group “Effective Management of Technical Assistance”.
