On June 22-25, 2015 the European expert mission of Estonian Center of Eastern Partnership “Sharing the best practices, and assistance in providing the information campaign on clarification of provisions of the Law of Ukraine “On Civil Service” (new edition) within the framework of European institution building instrument TAIEX” took place.
The mission was aimed at development the draft project of communicative strategy on presentation of the draft Law of Ukraine “On Civil Service” (new edition) to civil servants and public.
During the meeting with the representatives of the Center for Adaptation of the Civil Service to the Standards of the European Union the experts Ethel Khaliste and Anneli Kimber focused on necessity of raising awareness of civil society regarding the process of structure reforms realization in Ukraine and emphasized the importance of development of communication strategy regarding the civil service reform. Moreover the experts presented the experience of European countries in the relevant area, in particular experience of Estonia.
Furthermore, within the framework of this meeting representative of the Center for Adaptation of the Civil Service to the Standards of the European Union presented their experience in carrying out communication activities and public awareness campaigns concerning the new legislation on civil service implementation, production and spreading information and analytical materials, manuals, educational programs etc.
Center for Adaptation of the Civil Service to the Standards of the European Union provided the experience of public opinion polls concerning public administration reform, analyzing the activity of structural units of executive bodies that are responsible for public relations, facilitating development of civil society and involving public into forming and implementation of state and regional policy.
For reference: since 2005 according to the Decree of the President of Ukraine dated on October 6, 2005 № 1424/2005 «The Issue on the Twinning Programme Implementation in Ukraine» the National Agency of Ukraine on Civil Service directs and coordinates the activity on preparation and implementation the Twinning Programme in Ukraine. Moreover the NAUCS is considered to be the national coordinator of the institutional building instrument TAIEX and CIB Programme according to the relevant regulatory acts.
