On September 22, 2015 at the premises of the State Service of Ukraine for Geodesy, Cartography and Cadastre (hereinafter – StateGeoCadastre) the 6th Steering Committee for the Twinning project «Assistance in development of open and transparent agricultural land market in Ukraine» took place.
The overall objective of the project is to support Ukraine in the development of open and transparent market of agricultural land through strengthening the mechanism of agricultural land market managing and management of state-owned lands in accordance with the best practices of EU member states.
Liudmyla Shemelynets, Deputy Head of StateGeoCadastre welcomed the participants of the Steering Commeettee and provided the overview of the project main achievements during the 6th reporting period (08.04.2015-07.07.2015). Furthermore, she reported on results of 5 expert missions and study visit to Lithuania where the best EU practices in the context of land relations reform in Ukraine were demonstrated. It was also informed about the Twinning project prolongation till February, 2016. Deputy MS Project Leader Peter Ross, Junior Project Leader from Germany Katja Dells and Junior Project Leader from Lithuania Vilma Daugaliene presented their speeches, emphasized the project importance. They expressed their readiness to contribute to the project implementation and underlined the high level of cooperation between partners.
During the meeting all the participants considered and approved the Minutes of the Fifth Steering Committee Meeting as of May 21, 2015, discussed the interim results of the project implementation.
The Resident Twinning Advisor Stefan Verbunt presented the quarterly report, pointed out the key activities and events that had taken place during the last quarter period within the framework of 3 components of the Project. Furthermore, there were presented the main recommendations regarding enhancing the efficiency of functioning of agricultural sector of Ukraine. The Resident Twinning Advisor Counterpart Rostyslav Shmanenko underlined core achievements and presented practical aspect of the Twinning Project implementation in Ukraine. He also reported on the scheduled events and priority directions of further activity. The participants of the event agreed on the date of the next steering committee meeting for the Twinning Project in November, 2015.
Juana Mera Cabello, First Counsellor, Head of Section “Economic Cooperation, Social and Regional Development” of the Delegation of the European Union to Ukraine attended the meeting.
The Head of the Division of International Cooperation Projects of the Projects Management Unit of the Center for Adaptation of the Civil Service to the Standards of the European Union Inna Belobratova took part in the event.
For reference: since 2005 according to the Decree of the President of Ukraine dated on 06.10.2005 № 1424/2005 «The Issue on Provision of the Twinning Programme Implementation in Ukraine» the National Agency of Ukraine on Civil Service directs and coordinates the activity on preparation and implementation the Twinning Programme in Ukraine. Moreover the National Agency of Ukraine on Civil Service is the national coordinator of implementation of the institutional building instrument.
