Organizational Committee on Implementation of the Course of Defense and Security for the Leading Personnel of Government Authorities in Ukraine

On July 7, 2015 at the premises of the National Agency of Ukraine on Civil Service the meeting of Organizational Committee on Implementation of the Course of Defense and Security for the Leading Personnel of Government Authorities in Ukraine (hereinafter – Course) was held.

The Head of the National Agency of Ukraine on Civil Service Kostiantyn Vaschenko in his welcome speech emphasized the importance of the Course launching in the context of national system of security and defense reform of Ukraine, which is considered to be one of most important directions provided by the EU-Ukraine Association Agreement and the Strategy for Sustainable Development“Ukraine – 2020”.

The professional Development Programme Manager Ove Urup-Madsen remarked that the Corse implementation would become the next step in strengthening NATO-Ukraine cooperation. Furthermore, he expressed his support to Ukrainian party in assistance of the Course implementation based on international experience in particular Estonia, Denmark, Finland and Georgia.

Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Maryna Kanavets presented the concept of the Course and the Work Plan on the Course implementation.

Organizational Committee includes the representatives of the National Security and Defense Council of Ukraine, Ministry of  Defence of Ukraine, Administration of the State Border Guard Service of Ukraine, Security Service of Ukraine, the State Emergency Service of Ukraine, National Academy of Public Administration under the President of Ukraine, National University ofDefense ofUkraine, School of Senior Civil Service and representatives of the Center for Adaptation of the Civil Service to the Standards of the European Union.

For reference: the NATO–Ukraine Programme for Professional Development of the Civilian Personnel of Security and Defense Sector was launched in October, 2005 during the NATO-Ukraine high level consultations (Vilnius, Lithuania). The Programme provides not only practical training, but specific financial contributions from the Allies. According to the conclusion of the Sixth Session of the Commission on the Ukraine's partnership with NATO the National Agency of Ukraine on Civil Service was established as the national coordinator of the Programme implementation.
