Director of the Center for Adaptation of the Civil Service to the Standards to the European Union Maryna Kanavets took part in the ninth meeting of the Working Group

On October 22, 2015 the ninth meeting of the Working Group “Public Administration Reform” under the thematic platform number 1 “Democracy, Good Governance and Stability” of the EU initiative “Eastern Partnership” (hereinafter – the Working group) was held. The aim of the meeting was to discuss the results of implementation of work plan on expert activities 2015 in the framework of the Work programme platform 2014-2017 “Eastern Partnership.

Nils Jansons, Deputy Head of Division for Eastern Partnership, Regional Cooperation & OSCE and Žygimantas Pavilionis, Ambassador for Eastern Partnership of Ministry of Foreign Affairswelcomed all participants of the meeting.

During the meeting participants reviewed the results of the activities in the framework of the Working group spheres, in particular: issues on civil service, government authorities and it functions (leader-state: Republic of Poland), transparent, e-government and data protection (leader-state: Republic of Estonia), local/ regional governance (leader-state: Czech Republic), effective management of the technical assistance (leader-state: Ukraine).

Experience of the Lithuania on competency-based approach to human resource management in civil service was presented during the meeting. In particular, function principles of the European Commission and SIGMA programme was demonstrated. Maryna Kanavets, Director of the Center for Adaptation of the Civil Service to the Standards to the European Union during the working meeting presented the results of the work plan implementation in 2015, described the main activities of the National Agency of Ukraine on Civil Service (hereinafter – the NAUCS) planned for the end of 2015, and noted that the conducting of the Ninth Annual Regional Conference on Institution Building is of great importance for Ukraine.

Maryna Kanavets also specified that cooperation within the framework of the Working group contributes to the fulfillment of tasks of the NAUCS, in particular to ensure the development and implementation of state policy in the area of civil service, implementation of functional public administration, development of activities to improve the civil service effectiveness, etc.

In the abovementioned meeting also took part representatives from the EU initiative "Eastern Partnership" member countries, the EU government institutions and civil society.
