On November 11, 2015 the meeting of the Head of the National Agency of Ukraine on Civil Service Kostiantyn Vashchenko with the representative of the Institution Building Unit of the Directorate-General for Neighbourhood and Enlargement Negotiations Paolo Gozzi was held.
The aim of the meeting was to discuss the issues of the complex reform and new procedures of the Twinning instrument implementation and the main features of the TAIEX instrument use, as well further cooperation between the National Agency of Ukraine on Civil Service (hereinafter – the NAUCS), European Commission and Delegation of the European Union to Ukraine to optimize the mechanism of Twinning and TAIEX implementation in Ukraine.
The Head of the NAUCS Kostiantyn Vashchenko welcomed participants and stressed on the importance of the professional development of civil servants as the integral part of the public administration reform implementation and expressed interest in cooperation with the EU experts regarding reformation process.
Representative of the Institution Building Unit of the Directorate-General for Neighbourhood and Enlargement Negotiations Paolo Gozzi informed concerning changes in the approaches and simplifications of the procedures of TAIEX and Twinning implementation.
Director of the Center for Adaptation of the Civil Service to the Standards of the European Union/ Twinning Programme Administration Office Maryna Kanavets informed participants regarding main achievements in the framework of the Twinning, TAIEX and SIGMA implementation, as well it was mentioned on updating the legal framework for the regulation of these instruments. However, she expressed hope for further cooperation with the EU Delegation to Ukraine and the European Commission.
Representatives from the EU Delegation to Ukraine and the Center for Adaptation of the Civil Service to the Standards of the European Union participated in the meeting.
For reference: since 2005 according to the Decree of the President of Ukraine dated 06.10.2005 № 1424/2005 «The Issue on Provision of the Twinning Programme Implementation in Ukraine» the National Agency of Ukraine on Civil Service directs and coordinates the activity on preparation and implementation the Twinning Programme in Ukraine. Moreover the National Agency of Ukraine on Civil Service is the national coordinator of implementation of the institutional building instrument TAIEX and CIB Programme according to the relevant legal acts. For the purpose of proper coordination of Twinning, TAIEX and CIB Programme was established the Twinning Programme Administration Office in Ukraine, whose functions are performed by the Center for Adaptation of Civil Service to EU standards.
