On January 29, 2016, the Prime Minister of Ukraine signed the Resolution “On Approval of the Order of Initiation, Preparation and Implementation of the Plan of Involvement of the European Commission Technical Assistance in the framework of the TAIEX Instrument” № 32, approved during a Government Session on January 13, 2016.
The Resolution was elaborated by the National Agency of Ukraine on Civil Service in cooperation with the Government Office for European Integration, Ministry of Economic Development and Trade of Ukraine, Ministry of Foreign Affairs of Ukraine and Ministry of Justice of Ukraine.
The Resolution “On Approval of the Order of Initiation, Preparation and Implementation of the Plan of Involvement of the European Commission Technical Assistance in the framework of the TAIEX Instrument” reflexes all the new strategic directions of the TAIEX instrument implementation set by the European Commission in particular:
- role definition of National Agency of Ukraine on Civil Service as the national coordinator of the TAIEX instrument implementation;
- creation of the Coordination Group on the TAIEX instrument implementation, which consists of representatives of the National Agency of Ukraine on Civil Service, Ministry of Economic Development and Trade of Ukraine, Ministry of Foreign Affairs of Ukraine and Government Office for European Integration under the Secretariat of the Cabinet of Ministers of Ukraine;
- optimization process of events planning in the framework of the TAIEX instrument by moving to annual planning;
- improvement mechanism of the approval of the Plan through its passing to the Cabinet of Ministers of Ukraine.
For reference: the Decree of Cabinet of Ministers of Ukraine “On Approval of the Order of Initiation, Preparation and Implementation of the Plan of Involvement of the European Commission Technical Assistance in the framework of the TAIEX Instrument” elaborated on implementation of paragraph 7 of Action Plan for the Implementation of the Strategy of Reforming the Civil Service and Local Government in Ukraine until 2017, approved by the Ordinance of the Cabinet of Ministers of Ukraine on March 18, 2015 No 227-r and according to the EU-Ukraine Association Agreement, Strategy for Sustainable Development "Ukraine-2020", and according to The Financing Agreement for the State Building Contract.
