On February 9, 2016 at the premises of the State Fiscal Service of Ukraine the Twinning project kick-off «Support for State Fiscal Service of Ukraine in the development of integrated border management" was held.
The project is implemented by the State Fiscal Service of Ukraine together with the Germany Federal Ministry of Finance, Customs Service under the Ministry of Finance of the Republic of Poland and Customs Department under the Ministry of Finance of the Republic of Lithuania.
The aim of the project to establish a basis for effective customs management and integrity in Ukraine based on IBM principles.
In a welcome speech the Head of the State Fiscal Service of Ukraine, BC Project Leader Roman Nasirov, underlined the importance of the implementation of IBM elements and revision of the national anti-corruption legislation, not only for the beneficiary but the whole country.
The Head of Cooperation of EU Delegation to Ukraine Berend de Groot welcomed the participants and expressed readiness European side to the comprehensive support of the project.
Arunas Adomenas, Junior Project Leader from the Republic of Lithuania, Jerzy Chrobak, Deputy Director of the Customs Service under the Ministry of Finance of the Republic of Poland, Julian Wurtenberger, Director of Customs of the Federal Ministry of Finance of Germany also delivered their speeches during the event.
The Project Leader Rainer Brussels expressed the gratitude for the confidence to the consortium to implement the Twinning project. Detlef Schesny, the RTA, made a review of the planned measures under three components of the Twinning project and summarized the measures implemented.
Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany, representatives of the Embassies of the Republic of Poland and the Republic of Lithuania, representatives of the public authorities of Ukraine, international organizations, foreign experts and mass media took part in this event.
Senior consultant of the Administrative Reform Projects, Sigma and CIB Division of the Projects Management Unit of the Center for Adaptation of the Civil Service to the Standards of the European Union Viktoriia Nazarenko attended the event.
For reference: since 2005 according to the Decree of the President of Ukraine dated on October 6, 2005 № 1424/2005 «The Issue on the Twinning Programme Implementation in Ukraine» the National Agency of Ukraine on Civil Service directs and coordinates the activity on preparation and implementation the Twinning Programme in Ukraine. Moreover the NAUCS is considered to be the national coordinator of the institutional building instrument TAIEX and CIB Programme according to the relevant regulatory acts.
