March 17, 2016 the working meeting of the Head of the NAUCS Kostiantyn Vashchenko with representatives of Support Group for Ukraine and the Delegation of the European Union to Ukraine took place.
The purpose of the meeting was to discuss the preparation for the implementation of the Law of Ukraine “On Civil Service” dated December 10, 2015 № 889-VIII and current state of development of the “Public Administration Reform Strategy 2015 – 2020”.
Kostiantyn Vashchenko in his opening remarks outlined the current state of the civil service and public administration reform, in particular, reported that from 15 to 18 March, 2016 the SIGMA expert mission to Ukraine was held. Within the framework of the expert mission the drafts of the secondary legislation to the Law of Ukraine “On Civil Service” were discussed. However, it was informed regarding the “Public Administration Reform Strategy 2015 – 2020” development on the basis of expert comments EU Advisory Team for Civilian Security Sector Reform Ukraine (EUAM Ukraine).
During the meeting the participants discussed the competitive selection for vacant civil service positions of category “A”, particularly reviewed the functions and responsibilities of State Secretaries of the Ministry, allocation of responsibilities between the Minister, State Secretary and his deputies. It was also stressed that the implementation of the new civil service legislation requires information and technical support, including the introduction of a single Web resource of raising public awareness of vacant civil service positions and announcements regarding the competition according to the Law of Ukraine “On Civil Service as well as the creation of the web portal of human resources management \ on the civil service.
It was also agreed on the necessity to elaborate “Public Administration Reform Strategy 2015 – 2020” and its implementation.
In the event took part the Head of Support Group for Ukraine Peter Wagner, experts Frank Paul and Nadia Vertebna, the Head of Cooperation Berend de Groot, and the Head of “Public Administration Reform” Volodymyr Kondrachuk of the Delegation of the European Union to Ukraine took part in the event. Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Maryna Kanavets took part in the working meeting.
For reference: on December 31, 2015 the President of Ukraine signed the Law of Ukraine “On Civil Service” (new edition).
The Law provides such reform innovations:
- entrance to all civil service positions held only by competition based on personal qualities and achievements of candidates to positions;
- any corruption mechanisms regarding the entrance to all civil service positions and civil service career;
- depoliticization of the civil service;
- transparent remuneration model, elaborated with the best European practices;
introduction a competency model of human resource management, performance evaluation of civil servants, their career motivation and increased qualification requirements.
